Cumberland Goodwill EMS Cumberland Goodwill EMS provides excellent basic and advanced life support care to the greater Carlisle area

Our main station is located at 519 South Hanover Street in Carlisle PA. Here you'll find ten ambulances, nine of which can be converted quickly into Mobile Intensive Care Units, three wheelchair vans, our Rehab and QRS Units, and two paramedic squad vehicles. Our crews, administration, and volunteers are all based out of this station and are readily available to meet whatever needs arise.

UPDATE on the EMS direct pay issue

Thanks to everyone who shared our post and the media for reaching out about the $215,000+ we've lost this year so far to insurance payments being sent direct to patients instead of to us.

A few of you asked where things stand in Harrisburg. HB 1152, sponsored by PA State Rep. Jill Cooper, would require insurance companies to pay EMS agencies directly. It has more than 60 cosponsors from both parties. It has been sitting in the House Veterans Affairs and Emergency Preparedness Committee since April 2025 and has never gotten a vote, even though at least 17 of the 25 members on that committee have signed on to it.

The legislative session ends November 30. If the bill doesn't move by then, it dies and has to be reintroduced next year.

The committee is chaired by Rep. Jared Solomon, with PA State Rep. Mark Gillen (a cosponsor) as Republican chair. Rep. Jennifer O'Mara (also a cosponsor) and PA State Rep. Michael Stender chair the subcommittee on Security and Emergency Response Readiness. None of Cumberland County's current state representatives are cosponsors.

Are you sitting on $215,393 that belongs to us?

Recently, we've noticed a spike in checks being kept by those to whom we provided service. Insurance paid it, people pocketed it, and now we're out over $200k this year so far. That's on pace for nearly double a typical year.

Pennsylvania lawmakers have failed to close this loophole that's contributing to instability for ambulance services in a time of rising fuel, personnel, and supply costs. If you have received a check from your insurer, or cashed it, please contact us immediately to facilitate payment. Nonpayment impacts every current and future user of our care.
