Town of Carthage, North Carolina Established in 1796, Carthage serves as the Moore County seat. Carthage, the county seat for Moore County, was incorporated in 1796.

The name was changed to Fagansville in 1806 in honor of Richardson Fagin for letting the county seat be moved from his house to another tract of land he donated to the county. The name was changed back to Carthage in 1818. The exact reason is unknown, but we've been called Carthage ever since.

Notice of Mandatory Water Restrictions
October 12 – December 6, 2026

Beginning the week of October 12, 2026, the Town of Carthage will implement Mandatory Water Restrictions while scheduled maintenance and upgrades are completed at the Town’s Water Treatment Plant.

This is NOT the result of drought conditions or a water-quality concern. These temporary restrictions are necessary because the Water Treatment Plant is expected to be out of service for approximately eight weeks while this important work is completed. Treated water will be purchased through an interconnection agreement between the Town of Carthage, the Town of Southern Pines and Moore County for the duration of the project.

For more detailed information, please visit www.townofcarthage.org or contact the Town Hall at 910-947-2331.

Beginning the week of October 12, 2026, the Town of Carthage will implement mandatory water restrictions while scheduled maintenance is performed at the Town's water treatment plant. Mandatory water restrictions are expected to remain in effect through December 6, 2026.

📢 DOWNTOWN CARTHAGE BUSINESSES ARE OPEN!! 📢
We know roadwork and new traffic routes are confusing and stressful but that doesn't mean that you can't visit your favorite downtown Carthage businesses! And while we're not artists, we've created this map to help show visitors where to find public parking, how to access it and where all the shops are located. You'll need to do a little walking, but with this awesome weather - why not?!

We do want to point out that you can't access Barrett Street from N. McNeill Street anymore (we closed this for traffic safety reasons) but there is still plenty of room in the area to turn around if you need to. Semi-truck drivers should use extreme caution traveling on roads not marked as detour routes. Carthage is full of tight turns and utility poles which can make turning maneuvers very difficult or could even get you stuck.

Construction projects like this can be a very difficult time for small businesses. We hope all of our Carthaginians and visitors from other areas make it a point to come out to Downtown Carthage and not let construction get in the way of supporting their favorite local shops or discovering new ones. 💚

🚧 Traffic Safety Closure Beginning Monday 🚧

Beginning Monday, September 21, the Town will close N. McNeill Street at the intersection of Barrett Street and N. McNeill Street to improve traffic safety.

This action is being taken in response to ongoing safety concerns at the intersection. Barrett Street is controlled by stop signs, while traffic on N. McNeill Street does not stop. Town staff have observed numerous instances of drivers on Barrett Street either failing to stop or mistakenly assuming that vehicles traveling on N. McNeill Street are required to stop. These misunderstandings have resulted in multiple near-miss incidents and at least one vehicle crash.

The barricade will be placed on the N. McNeill Street side of the intersection, preventing northbound travel through the intersection from N. McNeill Street.

Motorists traveling north S. McNeill Street to McReynolds Street/NC 24-27 toward Robbins should plan to use an alternate route by turning:
⬅️ Left onto Saunders Street
➡️ Right onto S. Ray Street
⬅️ Left onto McReynolds Street

This will help drivers avoid reaching the barricade and having to turn around.

We appreciate everyone's patience and cooperation as we implement this safety measure to better protect motorists traveling through the area.

On Monday, September 14, 2026, the Town of Carthage will install a temporary water line in the Summitt Street area. This work is necessary to reroute the water main while repairs are completed near the roadway washout.

Water service in the affected area is expected to be temporarily interrupted beginning at approximately 12:00 pm. The outage is anticipated to last approximately four hours.

Following installation, the temporary water line may remain in service for up to 12 weeks while construction is completed. Once the work is finished, the water system will be returned to permanent service.

We apologize for any inconvenience and appreciate the community's patience and cooperation while this necessary work in completed.

🚧 Downtown Phase 1 Traffic Update 🚧

The traffic control plan for the downtown project has been revised.

Rather than a full traffic circle closure, closures/construction will occur in phases as previously described:

✅ Southern half of circle closed first (approximately 3-4 weeks)
✅ Northern half closed second (approximately 3-4 weeks)

The first closure will begin Monday, August 31st.

The contractor's goal is to keep part of the circle open throughout the project and avoid a full closure whenever possible.

A full circle closure could become necessary if safety concerns arise for workers or equipment, but the Town will receive advance notice and communicate any changes as early as possible.

We appreciate your patience as these important improvements are completed. If you have questions, please visit our website and view our Community Project page (link below) or call Town Hall Monday through Friday 8am-5pm.

The Town of Carthage is once again partnering with the American Red Cross to host a local Blood Drive. We have, as a community, been very successful in helping replenish the inventory of life-saving blood for our friends, family, and neighbors. Now we need to pull together more than ever to help those in need.

As of Monday, July 27th, the American Red Cross announced a nationwide blood crisis due to donations not keeping pace with hospital demand. Their inventory of type O blood is especially dire and this is just the second time in their history, they’ve declared a national blood crisis.

Please consider donating on Thursday, August 20th at the Carthage Fire & Rescue (4396 US 15-501 Hwy). You can register at www.redcrossblood.org. Thank you for your support. Give the gift of life!
