Last night I voted to appoint Russ Overton as Cary’s Town Manager.

Russ has spent almost 11 months auditioning for this job, not in an interview room, but every day, leading Cary through a difficult stretch. During that time, our employees have continued delivering the services you count on while supporting three separate audits and taking on significant additional work. I've seen his leadership firsthand, guiding the team without losing sight of our service goals to you, our residents. Through it all, he’s shown how much he cares about Cary and the people who live and work here.

I also know trust is earned through actions, not an appointment or a Facebook post. Last night, Russ brought forward the next round of changes from the Special Commission’s recommendations. We adopted a policy requiring employee surveys every two years, approved workplace changes, and set a deadline for completing the remaining recommendations and reporting back to Council.

Much of this work is already underway, and I’m grateful to the employees making it happen. I want us to move faster on the employee tip line so concerns can be raised and addressed promptly.

What I’ve seen over these past 11 months gives me confidence in Russ and in our team. I’m grateful he’s stepping into this role, and I look forward to working together to serve Cary and keep making these commitments a reality.

Cary Town Council unanimously appointed Russ Overton as Cary's 12th Town Manager during its October 22 meeting.

Overton, who has served as Interim Town Manager since December 2025, brings nearly 30 years of service to Cary. Throughout his career, he has held several leadership roles, including Deputy Town Manager and Chief Operating Officer.

As Town Manager, Overton will continue leading Town operations and staff with a focus on excellent service, continuous improvement, and Cary's future.

Learn more about his appointment in the comments.

Do you or someone you love ride GoCary Door to Door? We want to hear from you! 🚐

Door to Door is our paratransit service for residents whose disabilities make the regular bus a no-go and for Cary residents 60 and up. Demand keeps growing, so GoCary is taking a hard look at how the program runs today and how to keep it working well for years to come.

The best people to tell us what’s working (and what isn’t) are the riders. Current riders, future riders, and family members helping someone get around: your input really does shape what comes next.

The survey closes this Thursday, Oct. 22. It’s online, or you can grab a paper copy in any D2D vehicle.

Sometimes the smallest connections make the biggest difference! 🚶‍♀️🚴‍♂️💚

Today we celebrated the opening of a new greenway connection in Research Triangle Park, and this one is a big deal for Town of Cary, NC, Town of Morrisville, NC and all our neighbors! This connection along Louis Stephens Drive in Research Triangle Park (RTP) connects RTP's 20-mile trail network to Cary's greenway system for the first time, and provides access to Parkside Town Commons retail, as well.

It may be a short stretch of trail, but it's a BIG deal for regional connectivity.

The new trail (bridge) is just over 1,000 feet long, but it closes an important gap between our Cary's greenway system, Morrisville's and RTP's 20 miles of trails.

𝗪𝗵𝘆 𝗱𝗼𝗲𝘀 𝘁𝗵𝗮𝘁 𝗺𝗮𝘁𝘁𝗲𝗿?
✅ 𝙈𝙤𝙧𝙚 𝙥𝙡𝙖𝙘𝙚𝙨 𝙩𝙤 𝙜𝙤: Better walking and biking connections between Cary, RTP, Morrisville neighborhoods, and shopping and dining at Parkside Town Commons.

✅ 𝙎𝙖𝙛𝙚𝙧 𝙘𝙧𝙤𝙨𝙨𝙞𝙣𝙜𝙨: Improvements at Louis Stephens Drive and near the railroad crossing help make travel safer for pedestrians and cyclists.

✅ 𝙈𝙤𝙧𝙚 𝙩𝙧𝙖𝙣𝙨𝙥𝙤𝙧𝙩𝙖𝙩𝙞𝙤𝙣 𝙘𝙝𝙤𝙞𝙘𝙚𝙨: Easier ways to get to work, shop, or simply enjoy the outdoors without needing a car.

✅ 𝘼 𝙢𝙤𝙧𝙚 𝙘𝙤𝙣𝙣𝙚𝙘𝙩𝙚𝙙 𝙧𝙚𝙜𝙞𝙤𝙣: We're building a trail network that doesn't stop at town boundaries!

This project took about 𝗳𝗶𝘃𝗲 𝘆𝗲𝗮𝗿𝘀 to complete, reminding us that even small infrastructure improvements require significant coordination, investment, and partnerships.

A big thank-you to the Research Triangle Foundation of Nc , NC Capital Area MPO, North Carolina Department of Transportation, and all the partners who helped make this possible.

KNOW THE DIFFERENCE: E-BIKE vs. E-MOTORCYCLE

Not everything sold as an "e-bike" is legally an e-bike in North Carolina. Before you buy one, or hand one to your teen, check these three things: pedals, power, and speed.

E-BIKE
• Fully working pedals
• Motor of 750 watts or less
• Motor stops helping at 20 mph or 28 mph depending on class
• Treated like a bicycle: no license, registration, or insurance needed

E-MOTORCYCLE
• No pedals, or pedals that are just for looks
• Motor of more than 750 watts
• Can exceed 30+ mph on motor power alone
• Legally a MOTORCYCLE in NC: a driver's license with a motorcycle endorsement, DMV registration, liability insurance, and a helmet are all required
• Not permitted on greenways or sidewalks

QUICK TEST: No real pedals? Goes faster than 28 mph without pedaling? It's not an e-bike.

Riding an e-motorcycle without the right license, registration, and insurance can lead to citations, and these machines are fast enough to cause serious injuries. Know what you're riding before you ride it.

Ederlee Drive Pedestrian Safety Update

Pedestrian safety is an important part of building a safer community, and I appreciate everyone who has shared their concerns and ideas about the Ederlee Drive crossing.

At last night’s work session, the Town shared that interim pedestrian safety improvements are planned for next week, including:

🔸 Replacing the existing crosswalk signs
🔸 Adding LED-enhanced advance warning signs to improve visibility for approaching drivers

These improvements will serve as interim measures while NCDOT works toward installing a Pedestrian Hybrid Beacon to provide additional protection for pedestrians crossing the road in 2028.

I will continue to follow the progress and share updates as the next steps move forward. Thanks to Representative Julie von Haefen- NC House 36 for working with NCDOT and Cary to advance these pedestrian safety improvements. Thank you to my fellow Council members for supporting this initiative and to Cary staff for their prompt action in moving these improvements forward.

I also appreciate our residents’ continued engagement and commitment to making our community safer for everyone. 💙
