BOARD OF SUPERVISORS MEETING RECAP – TUESDAY 10/20

Summary
• Nov 3 election ballot propositions
• Presentation on health care coverage gaps
• Response to district-specific appointments referral
• Board of Supervisors of the Monterey County Water Resources Agency: Groundwater Monitoring Program Regulatory Fee Stabilization Policy and Integrated Planning Forum (see below for more information)

ITEM 12: NOV 3 ELECTION BALLOT PROPOSITIONS – The Board received a presentation on the November 3rd general election ballot propositions and voted to take positions of support or opposition on them. I abstained from voting on this item because I do not believe that elected bodies should take positions on ballot measures. You can read more here: https://monterey.legistar.com/LegislationDetail.aspx?ID=8281745&GUID=970DC9F7-ECAA-4C6F-9E77-B37D98801087

ITEM 13: PRESENTATION ON HEALTHCARE COVERAGE GAPS – The Board received a presentation from the Central California Alliance for Health on emerging coverage gaps and safety-net challenges resulting from H.R.1 and state policies. There are significant challenges ahead for county and state healthcare systems. In my comments, I emphasized the precarious financial situation that many local hospitals are in and how this is going to have major impacts. The Board voted to form an ad hoc committee with Supervisor Askew and Supervisor Alejo to gather more data and come back to full board with updates. You can read more here: https://monterey.legistar.com/LegislationDetail.aspx?ID=8290956&GUID=36FF4D92-82B9-4063-856A-3A32774E552F

ITEM 20: RESPONSE TO DISTRICT-SPECIFIC APPOINTMENTS REFERRAL – Referrals are a way for members of the Board of Supervisors to propose policy changes. The Board received a preliminary response to a referral I put forward which seeks to create a Board policy governing district-specific appointments to County boards, commissions and committees. The Board ultimately voted to approve a modified version of the referral language, stating that if a supervisor wishes to appoint a resident of another supervisor’s district to a district-specific position, they will meet and confer with the supervisor whose district the person lives in. You can read more here: https://monterey.legistar.com/LegislationDetail.aspx?ID=8285476&GUID=FCC57C9E-2070-4D86-AAFE-D6B30F09B9D4

BOARD OF SUPERVISORS OF THE MONTEREY COUNTY WATER RESOURCES AGENCY: The following items were on the Board of Supervisors of the Monterey County Water Resources Agency agenda –
• Adopted a Groundwater Monitoring Program Regulatory Fee Stabilization Policy (consent agenda): https://monterey.legistar.com/LegislationDetail.aspx?ID=8285378&GUID=6A262C1A-F9ED-446F-AAD5-9F5BEE4C3EA2
• Adopted an Integrated Planning Forum concept and establish an ad hoc committee to guide development and implementation of the forum: the Board voted to create an ad hoc committee made up of two members of the Board of Supervisors (Supervisor Daniels and myself) and the Chair and Vice Chair of the Monterey County Water Resources Agency Board of Directors to put together a water forum that would bring together various entities to discuss water issues in Monterey County. There are broad implications for our county’s economy if we do not address these issues and work together to find a solution. Every voice in the county needs to have a seat at the table because we will all be impacted. BOS MEETING RECAP – TUESDAY 10/13

Summary
• Presentation from the Commission on the Status of Women
• Presentation on upcoming El Niño winter storms
• Axon Drones Contract
• Sheriff’s Office Agreements with Department of State Hospitals
• Presentation on 2026-2027 Measure AA Roads Plan

Note: the following item was moved to a future meeting.
• Presentation on health care coverage gaps

ITEM 10: PRESENTATION FROM THE COMMISSION ON THE STATUS OF WOMEN – The Board received a presentation on the history, statistics, and recommendations from the Commission on the Status of Women, a commission used to advocate for women in the County of Monterey. The commission conducts a survey annually and you can take it here if you haven’t already: https://www.countyofmonterey.gov/government/departments-i-z/social-services/commission-on-the-status-of-women/survey. In my comments, I expressed appreciation for the commission and their hard work in all that has been done in the 50 years this commission has been in existence. Members of the Commission on the Status of Women have exhibited immense dedication and persistence over the years to improve the lives of women in Monterey County. You can read more here: https://monterey.legistar.com/LegislationDetail.aspx?ID=8277900&GUID=C26307ED-83DD-44BA-AF6F-1F04C3D700C0

ITEM 11: PRESENTATION ON UPCOMING EL NINO WINTER STORMS – The Board received presentations on the upcoming El Niño storms and winter storm preparation from the National Weather Service, the Department of Emergency Management, Public Works, and the Monterey County Water Resources Agency. The Board proclaimed a Local Emergency for the 2026-2027 El Niño Event and appropriated funds for the Emergency Operations Center and other storm preparation measures. In my comments, I talked about the work being done in Bolsa Knolls to clear vegetation and culverts, as well as more work that is coming in the near future to improve things there. I asked that funding for annual storm preparation projects be included in the budget, instead of needing to use continency or Measure AA funds to cover these projects. I do not think that it is a good precedent to set to use Measure AA funds to backfill contingency funds. You can view the County of Monterey’s Winter Storm Preparedness Webpage here: https://www.readymontereycounty.org/prepare/winter-storm-preparedness. You can read more here: https://monterey.legistar.com/LegislationDetail.aspx?ID=8278417&GUID=E02B65D5-C5BC-456E-A43D-E3182BF4EAF4

ITEM 12: AXON DRONES CONTRACT – The Board voted to authorize an agreement with Axon Enterprises, Inc. for Axon Air Drones retroactive to September 1, 2026 to August 31, 2034 in the amount of $3,034,343. The drones are used in specific situations by licensed operators. In my comments, I emphasized the importance of drones for search and rescue, fireworks, and dangerous situations where it is unsafe to send deputies in. Drones have been critical in the aftermath of the Pajaro Levee breach and the Moss Landing Battery Fire. This contract can be cancelled if the Board decides not to fund it, which gives the county an out if there are any issues. The Board included in the vote that this contract will be brought back as an augmentation during budget discussions in the future if the Sheriff’s Office asks for additional funding this year. ITEM 13: SHERIFF’S OFFICE AGREEMENTS WITH DEPARTMENT OF STATE HOSPITALS – The Board authorized the Sheriff’s Office to amend their budget to add one Sheriff’s Seargent and one Accountant I to work in the Jail Based Competency Treatment and Early Access and Stabilization Services programs, which are aimed at restoring to competency those inmates charged with felonies and found by the courts to be incompetent to stand trial. ITEM 16: PRESENTATION ON 2026-2027 MEASURE AA ROADS PLAN – The Board received a presentation from Public Works, Facilities, and Parks on the 2026-2027 Measure AA Roads Plan. Some of the roads in the plan include San Miguel Canyon Road from Lewis to Vega Road, Paradise Road from Gregory Lane to San Miguel Canyon, and Nashua Road. The plan also contains funding for traffic management, street sweeping, litter abatement, and homeless encampment cleanup.
