NEW CROSSWALK SIGNS:

You may have noticed but new crosswalk signs have been recently installed at the intersection of Division Avenue North and Park Street.

The new signs are equipped with flashing lights that will only activate when the stainless steel button is pressed by the pedestrian. The button is located below the actual sign on the post at a height accessible by most. The amber lights will flash for approximately 25 seconds.

Motorists should stop when pedestrians are at the intersection and lights have been activated, indicating intention to cross. Pedestrians should make sure traffic has stopped before crossing.

The old signs that flash all the time will be removed soon.

Thank you,
Chief Osvold

E-CYCLES and E-BIKES. A electrical cycle is one that has fixed pedals and is simply a motorcycle with an electric motor. These vehicles require a valid license to operate. An E-bike is one that is pedaled like a bicycle. We treat these like bicycles. The law is still pretty gray about these vehicles so this is how we will consider them to be in the City of Cavalier until it’s clarified. Parents DO NOT allow your children to operate E-CYCLES on roadways. They are to be operated on private property only.

Please check with local law enforcement before purchasing these vehicles for your children.

Thank you

HAPPY 250th AMERICA! Fireworks may be discharged within city limits until midnight. Tomorrow it’s back to 11pm for the last day to use them.

Please be safe, respectful, and clean up your messes!

There have been increased complaints about poor driving in the area of the park, specifically about speeds and not stopping for stop signs. As a result, increased patrols are likely, along with no warnings for violations. The speed limit in the area of the park is 15 mph. Please be extra cautious when driving in that area.

Another huge thank you to United Valley Bank for the thoughtful gift basket for Police Week. This is a special week for law enforcement as it also remembers the fallen. It’s a great feeling knowing our community remembers that. Thank you so much UVB

Now for OHV (Off Highway Vehicles) operation info:

Class 1 = Dirtbikes
Class 2 = 4 wheelers
Class 3 = Side by Sides

MAY NOT operate Class 1 (dirtbike) or Class 2 (4 wheeler) in town as per City Ordinance. Simple as that. Exemption is given to get gas and drive directly out of town, but you MUST have a FULL DRIVERS license/Motorcycle endorsement. NO PASSENGERS ALLOWED.

MAY operate a Class 3 (side by side) in town but MUST have a FULL DRIVERS LICENSE or PERMIT with a qualified (18 or older w/3 yrs experience) licensed driver in the seat immediately next to the permitted driver.

Any Class 3 DRIVER or PASSENGER under 18 MUST wear helmets IN ADDITION TO SEATBELTS because they are under OHV law, not passenger vehicle law so helmets are required too. Number of occupants may NOT exceed the number of seats on the vehicle.

SAFETY CERTIFICATES ARE NOT RECOGNIZED IN TOWN!

All motor vehicles must be registered and insured to operate on a roadway.

PARENTS: It is NOT ok to allow your unlicensed drivers to operate OHVs in town so please to not instruct them that it is. DO NOT send your unlicensed kids to Driver's Education class in OHVs.

GOLF CARTS - Different category all together. Golf carts are now allowed to be operated in town, ONLY by fully licensed drivers. NO NIGHT OPERATION EVEN WITH LIGHTS. Helmet and seatbelt laws do not apply to golf carts, but seatbelt law DOES apply to the low speed vehicles such as GEM cars. One passenger per seat space.

I know it can be confusing but basically if you do not have a license, you can't drive motor vehicles in town, with exception of scooters, and if you are under 18 you must be properly restrained and helmeted. If you have questions, feel free to call 701 265-8600 for clarification.

Thank you for your cooperation.
