This Hispanic Heritage Month, we honor the legacy of Carmen Fernandez, a Cuban-born social worker, child welfare advocate, and community leader whose dedication helped strengthen families and improve the lives of children in Northern Virginia.
After immigrating to the United States in 1960, Carmen built a career in social work, serving with Arlington County’s Child Protective Services for 25 years. Through her work, she recognized the unique challenges Spanish-speaking immigrant families faced when navigating the child welfare system, including language barriers and the need for culturally responsive support.
Her legacy reminds us that effective child advocacy means more than protecting children. It means understanding their families, honoring their cultural identities, and ensuring every child has the opportunity to feel safe, valued, and supported.
