What Happens During Pre-service?

One of the most common questions we hear is: "What is pre-service training actually like?"

The answer? It's a welcoming space to learn, ask questions, and explore whether fostering, adopting, or providing kinship care might be right for you.

There are no tests, no pressure, and no obligation to become a foster parent. Just information, support, and honest conversations about how we can help children and families thrive.

On the first night of Pre-Service, we share a powerful video that reminds us that every child deserves more than care—they deserve connection, stability, and love.

Medically fragile children are among the most vulnerable youth in the child welfare system. Many require specialized medical care, frequent appointments, adaptive equipment, or skilled nursing support. Yet beyond their diagnoses, they are children who want the same things every child wants: to feel safe, loved, included, and part of a family.

In Pennsylvania, approximately 15,000 children are in foster care at any given time, and many have complex medical, developmental, or behavioral health needs. The Pennsylvania Department of Human Services defines children with medically complex conditions as those with chronic health conditions affecting multiple body systems and requiring ongoing skilled medical intervention.

The need for foster families willing to open their homes to children with medical needs continues to grow. While the journey may look different than traditional foster care, families receive training, support, and resources to help children thrive.
