From the South Carolina Attorney General’s Office:

(COLUMBIA, S.C.) – South Carolina Attorney General Alan Wilson announced today that the South Carolina State Grand Jury has launched a large-scale operation to apprehend 25 individuals associated with a narcotics trafficking organization primarily based in Chester and Lancaster Counties. These indictments followed a multi-jurisdictional investigation with cooperation among a number of law enforcement agencies in the area. This organization, which also has connections to SCDC inmates, allegedly trafficked large amounts of narcotics in the Midlands, including m**hamphetamine, co***ne, fentanyl, and ma*****na. A number of the defendants are also indicted for dogfighting.

Attorney General Alan Wilson said, “The scourge of illegal narcotics affects all communities in South Carolina, both large and small. I’m proud to help facilitate a true partnership amongst state, local, and federal agencies to fight this type of crime. The State Grand Jury is the perfect vehicle to combine and focus the efforts of multiple agencies in operations like this.”

“It’s unfortunately all too common to see allegations of drug trafficking, felony possession of fi****ms, and dogfighting all together,” State Grand Jury Division Chief Attorney Creighton Waters said.

Prior to yesterday’s roundup, the operation had seized 2.62 pounds of fentanyl, 6.88 pounds of m**hamphetamine, 1.21 pounds of co***ne, 4.5 ounces of crack co***ne, 2.5 pounds of ma*****na, and over 30 fi****ms. Investigators seized 47 dogs, and typically some of them will have to be euthanized despite efforts to save them. Over 10,000 pressed fentanyl pills have been seized. Over 4 more pounds of additional suspected fentanyl, additional fi****ms, and other evidence were seized in roundup operations yesterday, and analysis of that new evidence remains pending.

“SLED agents and our partners continue to work tirelessly to rid communities around the state of dangerous drugs. This case is a prime example of the great partnerships we have in South Carolina working together to hold drug dealers accountable,” SLED Chief Mark Keel said.

Chester County Sheriff Max Dorsey said, “In South Carolina, drug trafficking and violent gun crime are inseparable, and we will not tolerate either. Today's indictments prove what happens when local and state law enforcement stand shoulder to shoulder. I want to thank Sheriff Faile, Chief Keel, and Attorney General Wilson for their essential partnership in ridding our streets of this poison and protecting the people of Chester County.”

Lancaster County Sheriff Barry S. Faile said, “I’ve made it a priority to target those in our community who sell illegal narcotics. These drugs ruin lives, destroy families, and far too often kill people. The drug trade also fuels other crimes like murder, robbery, theft, and dog fighting, as this operation shows. The arrests made yesterday are the culmination of an investigation that has been going on for a year and a half and has involved city, county, state, and federal law enforcement agencies. Relationships built among agencies make this kind of cooperation possible, and it takes cooperation to put together an event involving multiple defendants at multiple locations in several jurisdictions. I appreciate the hard work of all our partners in this investigation and the leadership of Attorney General Alan Wilson and the State Grand Jury in making this possible.”

“HSI and our law enforcement partners will not tolerate the criminal activity that fuels violence and endangers our communities,” said Mark M. Zito, special agent in charge for Homeland Security Investigations in the Carolinas. “This operation disrupted individuals involved in drug trafficking, dog fighting, and other violent criminal activity. HSI is proud to stand alongside SLED and the Lancaster and Chester County Sheriff’s Offices as we hold accountable those who profit from poisoning our communities and threatening public safety.”

The investigation has thus far returned 25 defendants in indictments covering 129 counts. A list of the charges to date is below.

Five of the defendants are inmates at the South Carolina Department of Corrections. SCDC Director Joel Anderson said, "These arrests highlight the urgent need for state prisons to be allowed to jam illegal cellphone signals and stop inmates from using contraband phones to commit crimes. We are working hard to get those laws changed. I appreciate the Attorney General bringing together this law enforcement team to rid the streets of these criminals and hold them accountable for flooding our communities with these killer drugs.”

Bond hearings for defendants who have not had one will be held Thursday, October 22, 2026, before the Honorable Heath Taylor at the Richland County Courthouse.

The case was investigated by the South Carolina State Grand Jury, which was assisted in this case by a partnership of the Attorney General’s State Grand Jury Division, the South Carolina Law Enforcement Division (SLED), the Chester County Sheriff’s Office, the Lancaster County Sheriff’s Office, the Department of Homeland Security - Homeland Security Investigations (HSI), Lancaster PD, and the FBI. The cases will be prosecuted by Assistant Attorneys General John Conrad and Jennifer McKellar, and State Grand Jury Division Chief Creighton Waters. Both Attorney General Wilson and Waters thanked all the law enforcement, prosecutors, and staff for their hard work.

“I fully believe that those who profit from addiction and terrorize our communities with illegal weapons belong behind bars for the maximum terms available. To our law-abiding citizens: Your sheriffs, your deputies, and your state and federal law enforcement leaders are working around the clock to protect your neighborhoods and secure your streets. To those still engaged in drug distribution and illegal weapon sales: Take note of today's indictments. If you bring this poison into our communities, your arrest isn't a possibility.
It is an absolute certainty.”

On Sunday, October 18, 2026, at approximately 2:45am, Chester County Sheriff’s Deputies, along with Chester City Police Officers, responded to the area of Cushman Drive in the City of Chester after receiving a call of a large crowd gathered in the neighborhood.

Within a short time of their arrival, Sheriff’s Deputies heard a gunshot and immediately found a gunshot victim. While investigating this shooting incident, a Sheriff’s Deputy encountered a person, later identified as Ty’Quavious Lamar Mcclurkin, and directed commands to him.

A foot pursuit was initiated, and during the chase, the Sheriff’s Deputy fired his weapon in the direction of Mcclurkin.

Mcclurkin was not injured and was subsequently taken into custody, as well as a fi***rm was recovered.

Ty’Quavious Lamar Mcclurkin is being held at the Chester County Detention Center for outstanding warrants by the Rock Hill Police Department. Additional charges are possible pending the outcome of the full investigation.

The Chester County Sheriff’s Office and the Chester City Police Department have requested the SC Law Enforcement Division (SLED) to conduct the investigation related to both shootings:

1.) The incident related to the victim who was found to be shot upon arrival of law enforcement.
2.) The incident related to the shooting by the Sheriff’s Deputy.

The Sheriff’s Deputy has been placed on administrative duty, pending the outcome of the SLED investigation and our Office’s internal review of the incident.

No Sheriff’s Deputies sustained any injuries because of this incident.

10/09/2026

The Chester County Sheriff's Office has arrested Katie Hill Hefner and Rick Elliott Adkins, both of Fort Lawn, South Carolina, charging each with two counts of Unlawful Conduct Towards a Child.

The arrests come after a September 20, 2026, call where deputies and investigators responded to a residence on Lawndale Circle in Fort Lawn for an unresponsive nine-year-old boy. The child was subsequently transported to MUSC Lancaster by EMS, where he was pronounced deceased.

Investigators with the Chester County Sheriff's Office as well as The South Carolina Law Enforcement Division’s (SLED) Special Victims Unit responded to further the investigation surrounding the death. During the investigation, hazardous and unsanitary living conditions were discovered within the residence, including animal f***s throughout the home and dried human f***s on clothing, floors, and walls.

Investigators also identified concerns involving the care and welfare of other children residing in the home. These circumstances were determined to have placed the children at an unreasonable risk of harm to their health and overall safety. As a result of these findings, Hefner and Adkins were each charged by the Chester County Sheriff's Office with two counts of Unlawful Conduct Towards a Child under South Carolina law.

The investigation into the circumstances surrounding the death of the nine-year-old child remains active and ongoing.

The Chester County Sheriff's Office remains committed to thoroughly investigating allegations of child abuse and neglect, protecting the safety and welfare of children within our community, and working alongside our state law enforcement partners to ensure a comprehensive investigation.
