The Fourth Transformation and the Future of Mexico
by the Autonomous University of Social Movements
February 1, 2022

In July 2018, Andres Manuel Lopez Obrador (AMLO) won Mexico’s Presidential election in a landslide. Before the formal swearing-in ceremony on December 1, AMLO was already announcing bold, if not always clearly defined, initiatives built around “republican austerity” and “political love.” He never mentioned the word socialism, and as a matter of honesty, it’s probably a good thing. His “Left” proposals included conservative macroeconomic policies largely consistent with previous PAN and PRI administrations, safe spaces for his capitalist friends (and there are many), and lucrative roles for the military. Meanwhile, his public relations department worked overtime announcing modest populist programs to manage poverty at the margins without altering underlying power dynamics. He packaged his administration as the Fourth Transformation (4-T), with promises to reduce corruption, improve economic fairness, and provide safety and security. The 4-T became AMLO’s bombastic claim to historical significance, following the landmark events of Mexican independence in the early nineteenth century, liberal reform in the 1850s and 60s, and the national revolution in the early twentieth century. In the following pages, we will examine his populism, his sometimes contradictory commitment to austerity, his growing alliance with the military, and his continuation of neoliberal macroeconomic policies under a nationalist guise. Rather than transforming Mexico, AMLO is tidying up his predecessor’s mess, showing himself to be quite adept at managing capitalism for the capitalist class.

Cuba is the smallest country in the world to develop its own COVID-19 vaccine and the only one in the western hemisphere besides the US. But Cuba is not facing the anti-vax skepticism prevalent in the US. Although Cuba's vaccination program didn't begin until May, half the population was fully vaccinated by the end of September, and 84% received at least one shot. Health authorities expect to have 92% fully vaccinated by the end of November and reach full immunization by the end of the year, including children as young as two. Cuba will likely be the first country to achieve this task without a single dose of Moderna, Pfizer, or any other vaccine produced in affluent western countries. From the beginning, Cuba relied on its free universal health care system, with the highest ratio of doctors to citizens globally, and its cutting-edge biotechnology sector. Four homegrown vaccines – Soberana 2, Abdala, Mambisa, and single-dose Soberana plus - were developed, with Abdala reaching 92% efficacy. The vaccines do not require deep-freeze storage, making them preferable candidates for many poorer countries.

As a result of this unprecedented success, Cuba will be open to international travelers beginning November 15. It's a great time to study abroad in Cuba, in a country that will be virtually 100% vaccinated. Learn firsthand how Cuba's revolutionary health care system confronted the pandemic at home and abroad, experience the community-based efforts that led to the extensive tasks of vaccinating every Cuban citizen, travel through the history of Cuba's socialist revolution, and explore Cuba today!
