At 4:25AM this morning, the Illinois Senate passed SB3777, The Civil Rights Safeguard Act, our top legislative priority. It enshrines Disparate Impact, a key legal approach to stop policies that may look neutral on the surface but create an unjustified unequal outcome for protected classes, into the Illinois Human Rights Act.
We are grateful to the advocates, stakeholders, and state partners who helped move it forward!

Exciting news: The Civil Rights Safeguard Act (SB3777) passed the Illinois Senate!
SB3777 is an initiative of the Illinois Department of Human Rights, the agency responsible for enforcing the Illinois Human Rights Act (IHRA). This amendment to the IHRA will safeguard civil rights protections for Illinoisans where discrimination laws apply. This bill solidifies the clear standard in Illinois law that employers and businesses have been using for more than 50 years.
This bill ensures that disparate impact discrimination protections, a key legal theory under the Civil Rights Act of 1964, will remain the law in Illinois, even as federal agencies are deprioritizing and rolling back disparate impact enforcement nationwide.
As a member of the Disparate Impact coalition, the Latino Policy Forum was proud to support this bill alongside Sen. Johnson, the Illinois Department of Human Rights, and every advocate who contacted their legislators in support of SB3777.

Congratulations to Senator Adriane Johnson, Senator Christopher Belt, and the many advocates, community partners, and members of the Disparate Impact Coalition who helped move SB3777 — the Civil Rights Safeguard Act — through the Illinois Senate and over to the Illinois House.
This bill guarantees that longstanding interpretation of civil rights law is protected for all Illinoisans.

Yesterday’s Springfield Pride was a beautiful reminder of what community can look like at its best. Neighbors showing up for neighbors. Joy in the middle of the storm. Love that is genuine, welcoming, and truly Illinois.

Yesterday, Cook County Board President Toni Preckwinkle and the Cook County Board of Commissioners presented the Illinois Accountability Commission with an honorary resolution recognizing the Commission’s work to document truth, preserve community voices, and advance accountability following Operation Midway Blitz.
This recognition also belongs to every witness, impacted resident, advocate and community member who helped ensure these stories were heard and documented. We remain grateful to everyone who contributed to this historic effort.

Last week, the IDHR team was proud to stand in solidarity with advocates, student organizers, community leaders, and allies from across Illinois in Springfield for Latino Unity Day 2026!
Events like these are a powerful reminder that meaningful change happens when communities come together to share experiences, build connections, and advocate for a future where equity, opportunity, and belonging are accessible to all.
Spaces rooted in advocacy and collective action help move conversations forward and strengthens the work being done across our state to shape solutions to challenges impacting Latino communities.
Because building a safer, stronger, more equitable Illinois takes all of us. 💙
