The Cleveland Department of Aging offers a variety of programs to the community. These include the services of the Aging and Disability Resource Center, home repair and home maintenance programs, social services, transportation, special events and safety programs. The Cleveland Department of Aging is designated as an Aging And Disability Resource Center
Aging and Disability Resource Centers, or
ADRC's, provide accurate, unbiased information on all aspects of life related to aging or living with disability. The ADRC provides information on a broad range of programs and services, helps people understand long term care options, helps people apply for programs and benefits, and serves as the access point for publicly-funded long term care. These services can be provided on site, via phone, or through a home visit, whichever is more convenient to the individual seeking help. Services include Information and Assistance, Long Term Care Options Counseling, Access Your Benefits and Benefit Counceling (AYB) and Economic Security Project (ESP)
Information and Assistance about local services and resources for health and wellness, house and home, legal and financial and other needs. Health and Wellness: information on programs to promote health and independence; assistance for mental and behavioral health including dementia and alcohol and drug abuse; in-home care; respite; adaptive equipment; nutrition including home delivered meals; healthy lifestyles including assistance for chronic condition management; information on disability, Medicare, Medicaid and other benefit programs
House and Home: home maintenance and safety modifications; housekeeping and chore services; senior and low income housing; assisted living and nursing homes; long term care
Legal and Financial: Abuse, neglect and financial exploitation; Legal issues including guardianship, power of attorney and client rights advocacy; financial assistance including Social Security and SSI
Other: crisis intervention; employment assistance, vocational services and volunteer work; and transportation
Long Term Care Options Counseling provides information related to housing choices, types of assistance needed, care and help providers and paying for help. One-on-one consultations are provided to weigh through options for each unique situation, considering personal values, resources and preferences. The ADRC can:
•Determine eligibility for public funding for long-term care
•Help prepare Medicaid applications, for those who are eligible
•Explain long term care program choices
Access to Benefits and Benefit Counseling is provided by benefit specialists who have information about benefits such as Medicare, Medicaid, Social Security, Disability, low income housing, eye care, and prescription drugs. These specialists can become advocates for those having problems with Medicare, Social Security, and other benefits. Economic Security Project (ESP) services assist with money management, can possibly reduce credit card debt, review mortgage payments, assist with out-of pocket health care maintenance needs, secure public assistance and explore employment options. One-on one case management services are provided to assess economic situations and help achieve financial goals. Chore Services
This program provides free home maintenance for moderate to low income Clevelanders aged 60 and up. It helps residents live independent lifestyles while improving and maintaining the City's appearance. Chore workers are City employees who provide services such as general and heavy house cleaning, lawn mowing, removing/installing storm windows, painting (limited), simple home repairs, and carpet cleaning. They will also install smoke and carbon monoxide detectors and remove snow. Chore indoor services are primarily available from December to March. Senior Initiative
This program provides Cleveland seniors and disabled adults home repair assistance to avoid housing violations citations and predatory lenders or scam contractors. This is a cooperative effort between the City’s Departments of Aging, Building and Housing, Community Development, Public Health and Law. Senior Homeowner Assistance Program (SHAP)
SHAP provides grants to Cleveland residents age 60+ or disabled adults who meet income eligibility guidelines and own single or two family homes in need of critical, health, safety and maintenance repairs. Applicants must live in the property in question and be able to show clear title. Proof of address (mortgage, insurance, utility bill, etc.), photo ID, and proof of income are required. Cleveland Tree Assistance Program (CTAP)
The Cleveland Department of Aging in partnership with the Department of Public Works and the Department of Community Development has a program to help seniors and adults with disabilities with limited incomes with hazardous tree and branch removal on their personal property. Applicants must be Cleveland residents who meet income eligibility guidelines and own and reside in their home. Transportation services are available from Senior Transportation Connect (STC) Monday through Friday, 8:30am – 4:30pm for Cleveland seniors. Riders must be at least 60 years old, with limited transportation options. STC will provide two one-way trips per week to those eligible.Medically-related trips are a priority and must be in Cuyahoga County. Personal shopping and errands must be in the City of Cleveland and are limited to five shopping bags per trip. Drivers are not permitted to make change or accept tips. Riders may have a personal care assistant (PCA) or es**rt; however they must provide this information when scheduling trip. No fare is charged for PCA's or es**rts.First time riders must call 216.664.2833 with name, address, phone number and emergency contact info. Home address will be verified, and caller referred to STC. Cleveland Care Calls
This free automated telephone reassurance system calls on Cleveland Seniors. If a Senior does not respond, Public Safety may be called to check on them.Care Calls use the WARN, or Wide Area Rapid Notification system. Over 54,000 Clevelanders 65 years of age and older receive automated calls with tips during excessively hot or cold weather and in emergency situations.

A huge thank you to the 150+ City of Cleveland employees who showed up in full force to help make Senior Day such a success alongside our Department of Aging team.
You could spot the mint green shirts, bright yellow vests, and uniforms everywhere — helping seniors on and off buses, packing fresh produce from Greater Cleveland Food Bank, pouring coffee, handing out lunches from Western Reserve Area Agency on Aging, answering questions, and making sure every attendee felt welcomed, cared for and seen.
These are the kinds of efforts that help Cleveland become a more age-friendly city. It takes all of us working together to build a community where everyone can age with dignity, connection, and care.
