The office administers state laws related to motor vehicles; administers elections; issues marriage licenses; maintains records of the County Commissioners
Steve Schleiker was elected El Paso County Clerk & Recorder in 2022 and took office in 2023 for a four-year term. As Clerk, Steve works with the staff to provide excellent customer service in Motor Vehicle, Recording, Elections, and Clerk to the Board of County Commissioners. Additionally, the Clerk’s Office has six support departments which provide assistance to the various statutory departments:
Information Systems, Human Resources, Operations, Communications, Distribution Center, and Accounting. These various departments work together to service the citizens of El Paso County on a daily basis. Since most citizens' transactions are conducted with one of the Clerk’s departments, this office could be considered the face of County Government. We are often a person’s first and only impression of their local government and we strive to provide the best possible services. Election Department—Responsible for conducting all primary, general, and special elections, maintaining the voter registration rolls, and working with other municipalities to assist them with their elections. Recording Department—Responsible for recording deeds, property records, issuing marriage licenses, and maintaining County records. Contact the Recording Department at 719-520-6200
Motor Vehicle Department—Responsible for certification of motor vehicle titles and registrations, and acts as a division of the Department of Revenue, and renews some types of Colorado Driver’s Licenses. Clerk to the Board of County Commissioners—Responsible for maintaining all records related to the County Commissioners’ meetings and work sessions, posting agendas and minutes for meetings and administering the County’s liquor code. 🚗 Sheriff Roybal, Clerk and Recorder Schleiker Encourage Vehicle Registration Compliance During Enforcement Operation 🛻
From April 5–11, 2026, the El Paso County Sheriff’s Office is joining forces with the El Paso County Clerk & Recorder, Colorado Springs Police Department, Colorado State Patrol, Monument Police Department, Fountain Police Department, and the Palmer Lake Police Department to address expired and unregistered vehicle violations along Front Range roads and highways.
“The citizens of El Paso County have voiced their concerns and frustration over the increase in vehicles with expired registration and vehicles which are not properly registered,” said El Paso County Sheriff Joseph Roybal. “As a response, my Office has committed to a surge in enforcement of this issue alongside our neighboring law enforcement agencies and a continued intentional enforcement of these violations. While my deputies continue to prioritize enforcement of violations such as speeding, distracted driving, reckless behavior, and impaired driving, we will increase our focus on identifying vehicles with expired registrations during this planned operation.”
Colorado has more than 5.2 million registered vehicles statewide. As the most populous county, El Paso County represents a substantial share of the total, meaning even a small percentage of non-compliant vehicles results in a considerable number on local roadways.
“Vehicle registration helps ensure critical transportation infrastructure is properly funded and maintained,” Sheriff Roybal added. “I highly encourage El Paso County residents to check their plates and registration documents and, if necessary, update their vehicle registration accordingly.”
A spring enforcement operation also provides several key benefits to the community, including:
-Reinforcing compliance before increased travel during warmer months;
-Encouraging voluntary renewals through heightened public awareness;
-Supporting public safety by reducing uninsured and unregistered vehicles on the road; and
-Bringing awareness to ongoing outreach efforts about convenient renewal options.
“At the El Paso County Clerk and Recorder’s Office, we make it simple for citizens to register their vehicles,” said El Paso County Clerk and Recorder Steve Schleiker. “There are 15 locations across the Pikes Peak region, including several easy-to-use kiosks. The funds collected for vehicle registrations support our roads and bridges here in El Paso County, in our municipalities, and across Colorado. I thank Sheriff Roybal and participating law enforcement agencies for bringing awareness to this issue while continuing to keep our community safe and hold offenders accountable.”
