Dear Congressman Max Miller,

My name is # # # # # # # # # # # # # # , and I am a resident of Columbus, Ohio. I am writing to respectfully propose a new piece of legislation titled the Safe Distance Protocol for Dogs and Their Handlers Act, designed to enhance public safety and prevent avoidable dog-related incidents by requiring individuals to maintain at least a six-foot (indoors) to ten foot (outdoors) distance from dogs and their owners unless given explicit permission.
This law would complement existing leash and dog control regulations in Ohio by protecting both the public and responsible pet handlers from unexpected confrontations. It would also provide legal clarity in cases where owners are unfairly held responsible for the actions of individuals who invade a dog’s space without warning or consent.
Summary of Proposal:
Require a minimum six-foot distance between individuals and dogs in public areas
Allow for signage (“Do Not Pet,” “Anxious Dog”) as legal notice
Include educational outreach and graduated penalties
Exemptions for animal control officers and emergency personnel
This proposal is particularly relevant for responsible dog owners like myself, who regularly face unnecessary risks due to strangers approaching too closely without consent. I believe this legislation could significantly reduce incidents while increasing public awareness of dog behavior and safety.
