Ohio Facilities Construction Commission Leading the planning, design, and construction of public facilities in Ohio.

The Ohio Facilities Construction Commission (OFCC) is responsible for guiding capital projects for state agencies, state-supported universities and community colleges, including Ohio’s comprehensive public K-12 school construction and renovation program, and managing the grants process for cultural, sports facilities and school security programs. The Commission merged the operations of the State Architect's Office and the Ohio School Facilities Commission on September 10, 2012, combining the state's construction authority and resources within a single entity. The new Commission sets uniform rules, procedures, and standardized documents and is responsible for construction delivery methods, construction documents, and process and procedures. The Ohio School Facilities Commission continues to exist within the new consolidated agency and focuses on programmatic and planning issues related to K-12 construction. The authority to approve, award, and administer design, construction, and other specialty contracts now falls under the umbrella of the Ohio Facilities Construction Commission.

Thank you to Project Manager Tom Brannon and our partners at Skanska USA for these photos that highlight recent work being done for the Finneytown Local School District’s new middle-high school in Hamilton County.

More than 400 students in grades 7-12 will attend this 72,236-square-foot facility when it opens in December. As the photos show, work continues throughout the site, including brickwork, windows, ceiling grids, flooring, and much more.

Thank you to Elevar Design Group and Skanska for their work on the project, and we thank Tom and Chief of Planning Joe Macneil for their efforts.

Crews continue work at the site of the new Colerain Elementary School being built for the Northwest Local School District, and thanks to our construction partners at Graybach LLC we have an update on recent progress.

While the days are getting shorter, September was still a very busy month. Here are some updates from this project in Hamilton County:
• The last concrete floor has been poured in the classroom wing
• Heating and cooling units are in place on the top floor of the classroom wing
• The first section of steel roof framing has been installed over the kitchen and special education areas
• Block walls continue going up in the classroom wing, music and stage areas, and gymnasium
• The building’s “nervous system” (wiring, plumbing, and heating) is being installed on the lower level
• Walls are framed on the main level
• Finally, the light pole bases and curbs have been poured outside as crews prepare to lay the base level of parking lot asphalt in early October

Thank you to our partners from the district, SHP, and Graybach LLC for their efforts. The new 91,839-square-foot school will serve 750 students from pre-kindergarten through grade 5 in a modern, future-ready learning environment, designed to inspire and support their education and growth.

The new Colerain Elementary School is on track to open for the start of the 2027-28 school year.

Special thank you to Program Manager Julie Taggart, Project Manager Dorothy Leachman, and Project Coordinator Katie Offenburger for their work on this project.

Congratulations to Edison State Community College in Piqua. On Tuesday, the college hosted a groundbreaking for its new Upper Valley Medical Center Premier Health Nursing Wing addition.

Executive Director Joy Bledsoe was among the dignitaries at the event, which was held Tuesday afternoon. This 6,500-square-foot expansion project on the north side of Edison State’s East Hall will allow Edison State to enhance nursing education and strengthen the Miami Valley’s future health care workforce.

Three new classrooms and labs will be constructed and will be used by all Health Science programs. The expansion will also relocate several programs from their current location in Troy to Edison State’s main campus in Piqua.

Thank you to Project Manager Steve Davis for his efforts on this venture.

Governor Mike DeWine officially cut the ribbon at two new rest areas on southbound I-75 in Butler and Auglaize counties on Monday.

We were proud to play a role with our partners from the Ohio Department of Transportation and Ohio Department of Development in the creation of these and dozens of other new and renovated rest areas across Ohio in recent years. Monday's ribbon cuttings brough the total of new rest areas to 30 with six more remaining to open by the end of 2026, while 40 others have received or are receiving much needed upgrades.

The new rest areas in Butler and Auglaize counties boast several impressive features, including:
• Promotion of local attractions on the walls and in special displays. In Butler County, the American Sign Museum in Cincinnati had a display with neon signage. The Armstrong Air & Space Museum in Wapakoneta had a display in Auglaize County that included a replica of Neil Armstrong’s Apollo 11 spacesuit
• Native Ohio plants outside the rest areas and outdoor seating, including rocking chairs
• Storybook Trails, which allow children and families a chance to read a book from Dolly Parton's Imagination Library while taking a short stroll
• Universal Changing Stations, which provide an adjustable table and private space to meet the personal care needs of individuals with disabilities and medical conditions, as well as their caregivers. By the end of 2026, 29 rest areas will have Universal Changing Stations.

Thank you to Program Manager Thomas Baker, as well as Project Managers Brett Woodring and Mark Green for their efforts on the Butler and Auglaize county rest areas. Special thanks to our private sector partners on these projects: Jerome Scott and Partners and Setterlin Building Company.

🎬 School Spotlight: Winton Woods North Campus
The final of our 10-school series puts the spotlight on a district in southwest Ohio. Housing students in grades 7-12, the North Campus of Winton Woods City Schools is a 248,000-square-foot facility that boasts flexible classrooms, focus and collaboration zones, and more.

The North Campus was created with the district’s project-based learning model, which sees students collaborate, tackle real-world challenges, and present their solutions, in mind. In collaboration with OFCC, the district created two unique campuses, and the North Campus was divided into small learning communities, where groups of students and teachers share a suite of flexible spaces and collaboration zones.

As teacher Andy Lock best put it: “The building is built to tailor to our students.”

🎬 School Spotlight: Warren Elementary School
Featuring a unique layout that utilizes five “academic pods,” the Warren Local School District provides a custom-built facility for its students in grades K-4.

This 80,000-square-foot facility features collaborative spaces, flexible learning areas, and the aforementioned “academic pods,” small learning neighborhoods where classrooms surround a shared central space. Students are not limited to classrooms, either, as flexible learning spaces also help these young learners grow.

🎬 School Spotlight: Urbana Elementary and Junior High School
This 180,000-square-foot facility for Urbana City Schools that opened in 2018 is very colorful and for good reason!

This custom-created facility that serves students from grades PK-8 features color-coded learning communities. Each grade is divided into its own color-coded space. For example, seventh graders utilize a green learning community, while third graders utilize an orange-hued space – creating mini schools within a large building.

That’s not all, either, as the school also features collaborative spaces and spaces for project-based learning. The Urbana Elementary and Junior High School maintains a hometown/community feel, consolidating what was five separate buildings into one.

🎬 School Spotlight: Tallmadge Middle School
Student needs were the primary focus when Tallmadge City Schools looked toward the future. That’s why when it came time to construct a new middle school, project partners focused on creating a facility that was built to adapt to new ways of teaching and learning.

The result was a 78,400-square-foot facility that opened in 2019. It serves students from grades 6-8 and features collaborative, student-centered spaces designed to support hands-on, project-based learning.

🎬 School Spotlight: North Ridgeville Academic Center
When it came to constructing a new facility to house students in grades 3-8, the question facing North Ridgeville City Schools wasn’t about what to do about the present. It was asking what its students will need in the decades to come.

In collaboration with OFCC, the North Ridgeville Academic Center was created and opened in 2017. The 232,800-square-foot facility features collaborative spaces, color-coded learning studios, dynamic classrooms, and more as it serves students in its growing Lorain County community.

In the end, the district did not just build bigger, it built smarter to create a unique learning environment. The North Ridgeville Academic Center is made up of small, fluid learning communities that help its students thrive.

🎬 School Spotlight: Miami Valley CTC
In the northern Dayton suburb of Englewood stands the Miami Valley Career Technology Center (MVCTC), a place that has helped mold students and prepare them for in-demand careers for decades since its opening in 1968.

More recently, OFCC aided MVCTC with an expansion project that saw the addition of more than 400,000-square-feet of space that allowed MVCTC to accommodate new students, add programs, and expand others. This collaboration saw the creation of program spaces that match true working environments, allowing students to get much-needed experience before they move on to college or a career.
