Congratulations to Barrett Moulton on being named Concord NH Police Department’s next Chief of Police! With more than 27 years of law enforcement experience, including two decades serving Concord, Chief Moulton brings the experience, leadership, and dedication our community deserves.

He is deeply invested in community policing and prevention, and understands how building relationships, strengthening trust, and connecting people with support help keep our city safe.

He is the perfect pick for the job, and I look forward to continuing to work with him to support a safe and welcoming Concord. Congratulations, Chief Moulton!

This image of a police officer directing traffic at North Main Street and Warren during the 1930s also captures some of the businesses that lined the street during this time. We see the New Hampshire School of Beauty, Colburn's Spanish Villa Cafe, Hubert Coal Company, Margaret's Beauty Salon, and the jeweler G.W Stuart and Company. We believe this building no longer exists and is where you can now find Dos Amigos, but let us know if you think differently!

This is deeply disturbing. According to police and court records, Jeffrey Gardner was arrested seven times in four weeks and is now accused of aggressively confronting teenagers downtown, exposing himself and attempting to strike one of them. He has a prior stalking conviction, is facing two new felony stalking charges and has repeatedly been charged with violating bail conditions. He has also repeatedly harassed young women working at a local business.

The newest charges remain allegations and must be resolved in court. But we can’t ignore the larger pattern. When someone repeatedly violates court orders and engages in escalating conduct that targets neighbors, police officers, women at work and now children, that person presents a danger to the public.

This is about protecting people and ensuring meaningful accountability for someone whose behavior has repeatedly demonstrated that simply arresting and releasing him is not keeping our community safe.

Our police officers have continued to respond and make arrests. The rest of the criminal justice system must take this pattern seriously and act before someone is seriously harmed.

Jeffrey Gardner was accused of swinging a bag at a teenager who refused to give him money downtown; across 4 weeks, he was arrested 7 times.

Thank you to Deputy Chief Elisa Folsom and Deputy Chief Mark Hebert for more than two decades of dedication to the Concord, NH Fire Department and to the people of our city. Your leadership, compassion, and commitment have shaped not only the department, but the culture of care and service that our community relies on every day.

I also want to extend a special thank you for your service on the Public Safety Advisory Board. Your insight, experience, and steady presence have been invaluable in helping us make thoughtful, informed decisions to keep safe.

The stories shared this week made clear what so many of us already know: this department is a family, and both of you have been at the heart of it. The respect you have for one another, and the way you’ve supported your colleagues over the years, is something truly special.

Wishing you both strength as you focus on your health, and joy in the time ahead with your families. Your impact on this city will be felt for years to come!
