Photos from Dallas City Council District 13's post 05/18/2026

Today, the Office of Housing & Community Empowerment and the Commission on Disabilities presented a request to the Quality of Life Committee to formally authorize the raising of the Disability Pride Flag at City Hall Plaza from July 15–31, 2026, including July 26, the anniversary of the Americans with Disabilities Act (ADA).

The resolution is scheduled to be presented to the full Dallas City Council on June 24.

This initiative follows a 2025 Council proclamation and a renewed request included in the Commission on Disabilities’ January 2026 Annual Report.

About the Disability Pride Flag
Originally designed in 2019 by disability rights activist and writer Ann Magill, the current version of the Disability Pride Flag was formalized in 2021 with community input. The flag features five colors on a charcoal background, each representing different disability experiences:

• Red – Physical disabilities
• Gold – Neurodiversity
• White – Invisible disabilities
• Blue – Emotional and psychiatric disabilities
• Green – Sensory disabilities

The estimated cost to purchase the Disability Pride Flag for display at City Hall Plaza is anticipated to be $6,000 or less. The request reaffirms the City’s commitment to the Americans with Disabilities Act, promotes dignity and visibility for the disability community, and highlights Dallas’ commitment to inclusivity as the city prepares to welcome the world for the 2026 FIFA World Cup.

Councilmember Gay Donnell Willis supports this initiative to recognize and uplift often under-resourced and overlooked residents. Following today’s meeting, Commission Chair Dr. Candace Wicks personally thanked Councilmember Willis for her support.
