DeliverFund Everyone is worthy of rescue. We hunt and expose human traffickers and equip law enforcement with exploitation intelligence to do the same.

DeliverFund is a registered nonprofit organization (501c3) comprised of individuals from the highest level of the US Special Operations and Intelligence Communities. From top-level special operations individuals, to data driven analysts with exceptional intelligence experience, to advisory, support staff, and field collection team members, it is the combined efforts of everyone on this team that ensures we succeed in our measurable metrics. With decades of experience in understanding and dismantling illicit markets around the world, DeliverFund’s elite personnel are redirecting our training and expertise in counterterrorism to combat the prolific problem of human trafficking, focusing all of our current effort here, in the United States. We partner with law enforcement to provide the additional data and intelligence that they need to do their jobs: to save lives and rescue those unable to find a way out on their own. California investigators are asking for the public’s help identifying possible victims in the Portland area after uncovering alleged s*x trafficking activity across multiple states.

Raymond Jamar Brooks, 32, is accused of using force, fraud, and coercion to compel multiple women into commercial s*x acts. He faces multiple human trafficking-related charges and is being held on $1 million bail. Authorities have already identified several victims, whose identities are being withheld for their privacy and safety.

What is the number one way traffickers find their victims?

They don't need a van or a dark alley. They need a screen.

Online, a predator can find a target, build trust, groom, coerce, and recruit, often before anyone around the victim notices something is wrong.

That means the fight has to happen online, too.

DeliverFund equips and trains law enforcement to find traffickers where they operate, so officers can identify victims and stop exploitation sooner.

Traffickers are the worst.

Not in a vague, hashtag way. In a specific, documented way.

They hunt for vulnerability. Kids in foster care, people in addiction, people who just lost housing, people who need a job badly enough to believe a bad offer.

They lie to get someone in the door, then they take the door away. Fake job offers. Fake relationships. Confiscated IDs. Debt that is designed to never be paid off. Violence when the manipulation stops working.

They rarely stop at one crime. The same networks move drugs, guns, and laundered money, because a person is just another product to them.

And it pays. Forced labor alone generates an estimated 236 billion dollars in illegal profits every year, up 37 percent since 2014. Untaxed, unreported, and built entirely out of stolen wages and stolen freedom.

Here is the part that should make you angry: most of them never face a courtroom. Globally, convictions are a fraction of the victims identified, and they skew heavily toward one form of exploitation while labor trafficking goes largely unpunished.

They treat people like things. We treat them like targets.

On September 3, Samuel was arrested after a computer at his address was revealed to be used to advertise files of child s*xual abuse material. And now he’ll face the music, thanks to AG James Uthmeier’s prosecution team.
