Surface Water Supply Project The Agency is overseen by a four-member Board comprised of two council members from each city.

The Woodland-Davis Clean Water Agency -- a joints powers authority of the Cities of Woodland and Davis -- was formed in 2009 to finance, build, and operate a regional surface water supply project. The project will make water supplies more dependable, improve the quality of treated drinking water, and help the Cities meet increasingly strict water quality and wastewater discharge regulations.
