Due to a potential Housing Assistance Payment (HAP) funding shortfall, our PHA is making changes to how voucher transfers (portability) are handled.
⚠️ NEW PORTABILITY GUIDELINES ⚠️
You may port to another jurisdiction ONLY IF:
âś… The payment standard in the new area is equal to or lower than the standard in your current zip code and voucher size.
You may NOT port if:
❌ The new area's payment standard is higher, unless the receiving PHA agrees to ABSORB your voucher.
🔄 What Does “Absorb” Mean? If the receiving PHA absorbs your voucher, they take full responsibility for your housing assistance. Our PHA will not approve moves that increase subsidy costs unless this happens.
âť— Why This Change? We are making this change to protect the program from funding shortfalls and to continue helping as many families as possible.
❓Questions? Contact us before making plans to move! We can help you: compare payment standards, determine move eligibility, understand your options

ue to the potential risk of a Housing Assistance Payment (HAP) funding shortfall, HADC must implement new restrictions for participants requesting to move within DeKalb County’s jurisdiction. Our goal is to continue serving the same number of families, while managing funding responsibly.
⚠️ NEW MOVE POLICY REQUIREMENTS ⚠️
Effective immediately, move requests will only be approved if:
âś… You are moving to a zip code where the payment standard is less than or equal to the payment standard of your current unit. AND
âś… The HAP amount for the new unit is less than the HAP amount for your current unit.

DeKalb County and Urban League Launch the Water Rate Assistance Program (W.R.A.P.) đź’§
DeKalb County and the Urban League of Greater Atlanta (ULGA) are working together to make sure water stays within reach for our most vulnerable residents. The new Water Rate Assistance Program (W.R.A.P.) is designed to help eligible low-income households manage their water and sewer bills, even as a necessary 10% rate increase takes effect.
This year’s adjustment is part of a long-term plan to strengthen and modernize DeKalb’s aging water and sewer infrastructure, with a 10% rate increase scheduled each January for the next decade. These investments will help reduce water main breaks, prevent costly service disruptions, and ensure safe, clean water for decades to come.
How W.R.A.P. Works: WRAP limits eligible households’ water and sewer bills to no more than 4.5% of their annual income, a level below the affordability thresholds recommended by the U.S. Environmental Protection Agency and the United Nations. If a household’s current bill is already below that percentage, they will not be eligible.
To qualify, residents must: (1) Be a DeKalb County water and sewer account holder (2) Have a household income at or below 60% of HUD’s 2025 Adjusted Home Income Limits for the Atlanta metro area (see table at DeKalbWaterAssist.org) (3) Provide verifiable documentation such as a tax return, W-2, or Form 1099
The Urban League of Greater Atlanta will administer the program, review applications, and determine eligibility.
Apply Today! Residents can apply for W.R.A.P. starting August 15. Website: DeKalbWaterAssist.org | Phone: 404-371-6261 | Email: [email protected]
For more information on W.R.A.P, the rate increase, and additional water service resources, visit DeKalbWaterAssist.org.
