Achieving the goals of the Mitigation Plan requires strategy including: goals, capabilities, actions, and an action plan for implementation. Implementation will involve both emergency actions and everyday practices. These provide the framework to identify, prioritize, and implement actions to reduce risk to hazards.

● MITIGATION GOALS are general guidelines that explain what Delaware County and its jurisdictions want to achieve with this plan.
● MITIGATION CAPABILITIES are divided into four types: Planning and Regulatory, Administrative and Technical, Education and Outreach, and Financial. They are the resources the government uses to achieve the goals of the plan.
● MITIGATION ACTIONS are specific projects and activities that help achieve the mitigation goals.
● IMPLEMENTATION/INTEGRATION make up the action plan. It describes how the capabilities identified will be integrated into normal work across departments throughout the county, and how those actions will be implemented.

Town Profile: Walton
The Town of Walton straddles the West Branch of the Delaware River, rising from the valley up into the surrounding mountains, and is home to approximately 5,200 residents split between the Village and Town. In 1770, wealthy NYC merchant William Walton was granted 22,000 acres by King George III, purchased from the Delaware and Lenape Nation. As populations swelled in Long Island and NYC, Dr. Platt Townsend and Joshua Pine purchased 5,000 acres from their friend Walton to escape to the country, settling in the area in 1785. The Town wasn’t officially formed until March 1797, but quickly took off, becoming in time the hub of Delaware County.

Today’s Walton offers both small-town and remote living, and with conveniences such as a local grocery store, eateries, a hospital and a wide range of service providers and entertainment, residents don’t need to leave town to meet their needs.

The town is overseen by Joe Cetta, who while only in his third year as Walton Town Supervisor, grew up in Walton and has lived nearly his entire life in the town. Cetta’s devotion to the Town of Walton is also evident in his long-time employment with the Village and Town, as well as his focus on public safety. During the past year, Cetta provided public service announcements to the town which allowed residents to stay updated on pandemic guidelines, regulations, and operations. His long-time service to his town as well as to his country as a Marine and New York Army National Guardsman inform his role as Town Supervisor and as a Walton resident.

“My focus is on number one, public safety, and number two, how I can help Walton become a better community in which to live.” -Joe Cetta, Supervisor, Town of Walton
