04/23/2026

The Delhi Village Police Department reports the arrest of a 52-year-old male, identified as Russell A. Degroat of Delhi, in connection with multiple incidents that occurred on Main Street in the Village of Delhi.

Degroat has been charged with three counts of Menacing in the Second Degree (New York State Penal Law §120.14), Class A misdemeanors, and one count of Menacing in the Second Degree as a Hate Crime (New York State Penal Law §§120.14/485.05), a Class E felony.

During the incident, Degroat allegedly displayed a knife toward the individuals, before engaging in a physical confrontation with another bystander and fleeing the scene.

During this encounter, Degroat allegedly displayed a knife and a handgun concealed in his waistband, and made statements indicating prior involvement in serious violent conduct.

Degroat was not previously known to the victims or witnesses. He was identified by police through the use of Village street camera footage and a neighborhood canvas.

Degroat was taken into custody during the evening of April 23, 2026, processed on the charges, and remanded to the Delaware County Jail pending arraignment in Delaware County Centralized Arraignment Part (CAP) Court.

PRESS RELEASE

Delhi Village Police Officer Uses AED to Save Local Resident During Cardiac Emergency

On the afternoon of March 2, 2026, a 72-year-old Village of Delhi resident collapsed at her home suffering a sudden cardiac arrest. What followed was a swift, coordinated life-saving response that underscores the critical importance of equipping and training local first responders with Automated External Defibrillator (AED) technology.

Village of Delhi Police Officer Wyatt Malave and Bovina Fire Chief Kevin Brown, who was in the area at the time, were the first to arrive on scene following the emergency call. Equipped with an AED and trained in its use, they immediately began administering life-saving measures. The AED advised shocks on multiple occasions, each of which was administered as directed by the device, with Chief Brown performing CPR between shocks. An AMR fly car and the Delhi Fire Department’s Emergency Squad arrived and assumed patient care, continuing resuscitation efforts and transporting the patient to O’Connor Hospital. At the O’Connor Emergency Department, the woman achieved a self-sustained heart rhythm and spontaneous breathing — the result of rapid, coordinated care that began long before she reached the hospital doors.

The outcome of this incident reflects what medical professionals have long emphasized: in cases of sudden cardiac arrest, every second counts. Brain damage can begin within four to six minutes of cardiac arrest, and the likelihood of survival decreases by approximately ten percent for every minute that defibrillation is delayed. The combination of CPR and early defibrillation — when applied within the first few minutes of an event — can dramatically increase a victim’s chances of survival. When AED use and CPR are administered together prior to EMS arrival, survival rates can be two to three times higher than when neither intervention is provided.

In rural communities like Delhi, where EMS response times may be longer than in urban areas, having patrol officers and local emergency personnel equipped with AEDs and trained to use them is not simply a best practice — it is a necessity. First responders who arrive on scene before EMS serve as the critical bridge between collapse and definitive medical care. This incident is a clear demonstration of why investment in AED equipment and ongoing training across local agencies saves lives.

The Village of Delhi Police Department remains committed to community-oriented policing and public safety through continued training, interagency cooperation, and strategic investment in life-saving equipment. The Department encourages all community members, businesses, and organizations to consider the value of having AEDs accessible and ensuring that personnel are trained in CPR and AED use.
