Village of Deposit Water System Upgrades
INTENT TO APPLY FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDING FOR PUBLIC INFRASTRUCTURE IMPROVEMENTS
WHEREAS the New York State Community Development Block Grant Program is a federally funded program authorized by Title I of the Housing and Community Development Act of 1974 that is administered by Office of Community Renewal (OCR); and
WHEREAS the Office of Community Renewal CDBG Program provides funding to eligible communities under the Public Infrastructure category; and
WHEREAS the Village of Deposit, Broome and Delaware Counties, New York (hereinafter the “Village”) has established the public benefit to the Village residents of water and waste water treatment, and intends to apply for funding for upgrades to the Village’s Water System, including but not limited to improvements to the well house and construction of a new water treatment building (hereinafter the “Project”); and
WHEREAS The application requires that the governing body of the Applicant provide for and encourage citizen participation through a minimum of two public hearings, one at the time of application and one during the grant administration process, for the purpose of obtaining citizens’ views and responding to proposes and questions;
NOW, THEREFORE, BE IT RESOLVED THAT,
1) The Village Board authorizes the Town Engineer (Keystone Associates) to prepare and submit a CDBG grant application on the Village’s behalf; and
2) The Village Board Authorizes the holding of a Public Hearing on July 14, 2026 at 7:15 PM at Village Hall, 61 Front Street, Deposit, NY 13754 to provide further information about the CDBG program and will allow for citizen participation in the development of any proposed grant applications and/or to provide technical assistance to develop alternate proposals. Comments on the CDBG program or proposed project(s) will be received at this time. The hearing is being conducted pursuant to Section 570.486, Subpart I of the CFR and in compliance with the requirements of the Housing and Community Development Act of 1974, as amended. Posting of Notice of Public Hearing is hereby ordered.

NOTICE OF PUBLIC HEARING
PLEASE TAKE NOTICE that a public hearing will be held by the Board of Trustees of the Village of Deposit on July 14 at 7:00 p.m. at the Village Hall, 61 Front Street, in said Village, regarding the adoption of Local Law No. 1 of the Village of Deposit for the year 2026-27, entitled “A LOCAL LAW AMENDING CHAPTER 140 OF THE VILLAGE CODE TO DEFINE DATA CENTERS AND CRYPTOCURRENCY FACILITIES AND ADDRESS RELATED MATTERS.” A copy of the proposed Local Law is on file and may be examined in the office of the Village Clerk.
Persons with disabilities, who require assistance in attending said public hearing, or in furnishing comments and suggestions, should contact the undersigned to request such assistance. Communications in writing regarding the local law may be filed with the Village Board or at such public hearing.

The Village of Deposit is accepting sealed bids for the month-to-month rental of the property located at 1 Village Street, Deposit, NY.
The property includes:
• Four-bay garage
• Office space
• Storage space
• Additional outdoor parking and storage areas
Interested parties are encouraged to inspect the property prior to submitting a bid. Appointments may be scheduled with Steve Evans by calling (607) 343-0587.
Sealed bids must be submitted to the Village of Deposit, 61 Front Street no later than 2:30 p.m. on July 13, 2026.
The successful renter will be required to maintain insurance coverage for the property. The Village of Deposit will be responsible for routine maintenance of the building.
The Village of Deposit reserves the right to reject any or all bids and to award the rental agreement in the best interest of the Village.

The Village of Deposit is hiring and entry level laborer. Applicants must be available to work nights and/or weekends for emergencies or snow removal. This position is Full-time and includes health insurance and NYS retirement. Starting pay is $18.05/hr. Applications are available at 61 Front Street.

The Village of Deposit recognizes that recent decisions regarding its public safety contract have raised serious concerns among residents. Village officials are issuing this statement to address those concerns directly and transparently.
Following a thorough review of the Village’s financial condition, it became clear that continuing the current public safety contract—costing approximately $100,000 annually for limited daytime patrol coverage—was no longer sustainable within the Village budget. In addition, the Village Board determined that the level of service being provided did not meet expectations, as numerous concerns and complaints were received from residents regarding coverage and effectiveness. This decision was made only after careful consideration and with a full understanding of its impact. The Village Board has a responsibility to ensure long-term fiscal stability while maintaining essential services.
The Village emphasizes that public safety services will continue. Law enforcement coverage will be provided by the Broome County Sheriff’s Office and the New York State Police, as is the case in many communities across the region. While there will no longer be a patrol dedicated exclusively to the Village, emergency response services remain fully operational and available to residents.
Village officials also acknowledge concerns raised regarding transparency in the decision-making process. Moving forward, the Village Board is committed to improving communication, increasing public engagement, and ensuring that significant decisions are discussed as openly as possible.
This action reflects difficult but necessary choices about how to responsibly manage limited public funds. The Village remains committed to exploring sustainable options for maintaining and enhancing public safety and welcomes constructive input from residents.
Residents are encouraged to attend upcoming Village Board meetings or contact the Mayor’s Office directly with any questions, concerns, or suggestions.
The safety, stability, and future of the Village of Deposit remain the top priorities of Village leadership.
