Jason was a classmate of mine in the 23rd Basic and an all around great human being. He will be missed by many. Please keep Jason’s family, coworkers and friends in your thoughts and prayers. Godspeed, Jason. We have it from here.
With heavy hearts, the men and women of the Division of Criminal Investigation and Department of Public Safety announce the tragic loss of one of our own, Special Agent Jason Winter. Special Agent Winter, 49, passed away unexpectedly following a medical event on September 1, 2023.
Special Agent Winter, a 27-year veteran of the DCI, was assigned to the Special Enforcement Operations Bureau in Marquette. He was not only a valuable part of the Department of Public Safety, but was more importantly a loving husband, father, son, and brother. Special Agent Winter leaves behind his wife, Kelly, and their three children along with many family, friends, and colleagues.
Please keep the Winter family in your thoughts and prayers.

Our DCI Lab team partnered with the Office of the Attorney General on the 6-year S*xual Assault Kit Initiative (SAKI) to improve how kits are handled and speed up DNA analysis. There have been some big wins for victims.
In the past two years, the Lab launched a new Track-Kit technology. Now, kits sent to the Lab are logged and processed in a system that connects us to medical and law enforcement partners to track DNA evidence at every stage of a sexual assault investigation providing greater transparency and accountability.
The average number of kits the DCI Crime Lab has received has increased from 423 kits per year from 2010 through 2014 (5 years prior to the SAKI project) to 798 kits per year during the Project – for an 87% increase.
And we owe some big thanks. The strides the DCI Lab has made are due in large part to the Iowa legislature and the Iowa Governor’s Office. Their support of this effort with the funding of three additional Lab positions, along with a Lean Six Sigma (LSS) process efficiency analysis that our DCI officials implemented, created efficiencies and improvements that allowed the Lab to reduce DNA evidence processing time on average from 6 to 9 months to 8 weeks!
We want victims to feel confident that the DCI Lab is working tirelessly to uphold a commitment to provide timely DNA results in their pursuit of justice.

Congratulations, Cheryl!
Congratulations to DCI Cheryl Nolan, DCI S*x Offender Registry, for her 40 years of service to DPS! At a recent DPS Promotional Ceremony, Commissioner Bayens recognized Cheryl for her incredible dedication to the Department. She is the "Queen" of the S*x Offender Registry unit. We're so lucky to have her on our team, and she's not done yet!

Update: Family and friends will be welcome at the service for Jackie. I will post information once I receive it.
At 5:30 this morning, after a courageous fight, former BCI/DCI employee Jackie Manning passed away at the age of 63.
Jackie joined the Bureau in 1976 as an 18-year-old working in headquarters. Over the next 40 years, Jackie became the matriarch of the Division before retiring in 2016.
Over her 4 decades with the DCI, not an employee passed through the BCI/DCI without having contact with Jackie, and not a supervisor went without uttering the words "I don't know, call Jackie."
Jackie will be greatly missed by her family, her friends, and the hundreds of coworkers who will forever remember their interactions with her.
