Multiyear fire service research project nearing completion

The Maine Office of the State Fire Marshal and the University of Maine’s Margaret Chase Smith Policy Center are nearing completion of a multiyear research project examining Maine’s fire service and community safety needs.

The effort grew from a 2019 Hancock County pilot, with statewide planning and grant applications underway in 2022 and statewide surveys conducted in 2025. Funded through the Federal Emergency Management Agency’s Building Resilient Infrastructure and Communities (BRIC) program, the project represents hundreds of hours of research, data collection, interviews and analysis.

The study surveyed 219 fire departments, along with code enforcement officers and municipal administrators. UMaine researchers independently conducted interviews with 25 fire chiefs across 14 counties to better understand these challenges and their effects on local communities. Challenges identified by local departments include an aging fire apparatus fleet, aging firefighters, daytime staffing shortages, and barriers to training and participation caused by lost wages and competing family obligations.

State Fire Marshal Shawn Esler credited the UMaine research team, former State Fire Marshal Joe Thomas, former State Fire Marshal Rich McCarthy, Maine Senior Planner Richard Taylor and participating fire service leaders for their contributions to the project.

“This work will help lawmakers make informed decisions affecting Maine’s fire service for years to come,” said Esler. “It documents the challenges our firefighters face and gives us a clearer understanding of the support they need to continue protecting their communities.”

“Maine’s volunteer fire departments are facing staffing challenges at a time when apparatus and equipment costs continue to rise,” said Dominic Piacentini, a research associate at the University of Maine’s Margaret Chase Smith Policy Center. “Many are working to reduce costs to taxpayers through grants, fundraising and delaying equipment replacement, but new investments are needed to ensure volunteer firefighters can continue serving their communities.”

The project’s recommendations focus on three areas:

•Maintaining reliable statewide firefighter workforce information.
•Improving access to training by addressing distance, time, and cost barriers.
•Strengthening employer support so volunteer firefighters can participate in training and respond to emergencies.

A PowerPoint presentation summarizing the project and its findings is available on the Maine Office of the State Fire Marshal’s website. A comprehensive report will be published in early 2027.

HISTORY IN THE MAKING!

For the first time that we can tell from our history books, the Dirigo Golf Team is headed to the TEAM STATE CHAMPIONSHIP!

Tomorrow, our top 6 golfers will tee it up at Natanis, and we’d love to send them off with some Cougar pride!

The bus (and fire trucks) will be rolling down Weld Street at 8:15 AM. If you’re able, line the streets and help us give these boys an enthusiastic send-off as they head to compete at States!

Let's show them what it means to be a Dirigo Cougar!

GOOD LUCK, DIRIGO GOLF! 🐾

Update: Join us for a reception at Dirigo High School at 6:30pm to celebrate this outstanding accomplishment!

Evening everyone,

Chief Davis and I are pleased to announce the promotion of Ken MacMaster to Fire Investigation’s Sergeant within the FMO.

Ken brings 25 years of service with the Maine State Police and 20 years with the Fire Marshal’s Office. His expertise as an investigator is unmatched. His ability to solve difficult cases, develop thorough investigations, and navigate the challenges of the court system has been an invaluable resource to our office. His education and extensive experience provide a strong foundation for this new responsibility. Honestly, his accomplishments and successful case outcomes are far too long to list on a post.

What is equally as important is that Sgt. MacMaster places the highest priority on serving our stakeholders, particularly our local fire departments. He understands that our work depends not only on investigative skill, but also on trust, communication, and strong relationships with our local departments. His commitment to those relationships, the overall mission of our office, and my personal observations of his interactions with the family of fire victims were all important factors in this decision. The Deputy Chief and I have had the recent privilege to travel the state and positive comments of Sgt. MacMaster always seem to surface.

As Sergeant, Ken will have an opportunity to share his knowledge, mentor our investigators, and help strengthen the work of our Investigations Division. Please join the Deputy and I in congratulating him and supporting him as he takes on these responsibilities.

Congratulations, Sergeant MacMaster!

Shawn J. Esler, State Fire Marshal
