Commissioner Sanderlin recently visited Whitecap Craft Cannabis to see firsthand the cultivation and harvest process at this Delaware micro-cultivator.

Founded and operated by Delawareans, Whitecap is building its vision one harvest at a time — with a focus on indoor hydroponic cultivation and hand-selected, hand-trimmed, and hand-packaged flower.

This visit was a chance to see the work behind the product and hear more about the people and vision driving the operation.

This week at the PBC Conference, Commissioner Joshua Sanderlin joined PBC Founder Josh Radbod for a keynote conversation about Delaware’s journey in bringing its adult-use ma*****na program to life.

They reflected on the legislative and regulatory work that helped shape the program, the importance of protecting social equity applicants from predatory practices, and preserving the intent of the law while creating meaningful opportunities for Delawareans.

Behind every license is a story—and behind Tree Yute Micro Cultivation is Dawn Baum, whose journey has been built on perseverance, patience, and an unwavering determination to bring her vision to life.
The road to this point has not been easy. From navigating the licensing process and securing a compliant location to building out the facility and meeting the many requirements necessary to reach this stage, Dawn has worked tirelessly to move Tree Yute forward.
Now, after all the hard work and persistence, Tree Yute is almost ready to begin cultivation. 🌱
And while the team may be small—with just Dawn and two other dedicated individuals—their commitment is anything but small. Together, they are working hard behind the scenes, preparing to bring their product to market and turn years of vision and hard work into reality.
As Delaware’s first SEFA grant licensee, Tree Yute’s journey represents more than reaching a business milestone. It is a story of perseverance, opportunity, and continuing to move forward—even when the road is challenging.
The work isn’t over. In many ways, it’s just beginning.
