Our Hispanic neighbors and their rich and diverse culture provide so much to Delaware communities. That was on display at the 2026 Delaware Hispanic Awards, where I had the honor of presenting several Hispanic business-owners with awards that honored their contributions to art, business, food, and so much more throughout our State.

I was especially grateful to receive the 2026 Delaware Hispanic Champion Award for my work to establish an Office of New Americans in the First State, and for my longstanding commitment to ensure that every Hispanic Delawarean has the opportunity to succeed.

Introducing the Office of New Americans, brought forth by Senate Bill 27 that I sponsored, acknowledges the changing demography of our state. Everyone who resides in our neighborhoods should have the opportunity to thrive, build a home, and find community – which is exactly what the Office of New Americans accomplishes.

To celebrate the signing of Senate Bill 27, Rep Josué O. Ortega and I will be joining community advocates at the Buena Vista Conference Center for a ceremonial signing of the bill as we usher in the new Office.

I hope you can join us in witnessing this historic addition to our state.

The Delaware Public Service Commission is holding an in-person public comment session regarding Delmarva Power & Light’s application for a base rate increase, also known as Docket No. 25-1555. The event will take place at the Carvel State Office Building in Wilmington at 6pm on Wednesday, October 21st.

Public comments shared in person or online are entered into the official record of the rate case being heard before the Commission.

This session is an opportunity for you to share how the proposed rate changes could affect your households, businesses, and organizations. Comments are summarized and submitted as evidence to the Commissioners for consideration.

Customers and stakeholders may submit public comments online or via email through November 4, 2026. Public comments may be submitted regarding any matter before the Commission. Deadlines apply.

Expungement fairs promote restorative justice and make second chances accessible for Delawareans. These fairs are important to bringing these resources directly into our communities and providing help to those who need it.

On Wednesday, October 21, I will be joining Sen. Trey Paradee to hold a Dover-based Expungement Fair at the Dover Hope Zone, and the following month on Monday, November 9, Rep. Alonna Berry and I will be at the Unitarian Universalists of Southern Delaware Church to hold an Expungement Fair in Lewes. I hope you can join us and benefit from these free vital services.

Our entrepreneurs and small business owners deserve an economic landscape where access to capital isn’t a barrier to participation or an obstacle to building wealth. I was proud to speak at the 2026 Capital Connect Expo where business leaders and aspiring entrepreneurs came together to discuss how we can give everyone the opportunity to seek economic prosperity. When entrepreneurs, small businesses, and families have access to the resources they need to invest and grow, they can turn ideas into reality and create lasting economic impact.

The Justice of the Peace Court is a cornerstone of our State’s judicial system, continuing its decades-long mission each day by providing efficient, fair, and accessible court services. I was proud to celebrate the Justice of the Peace Court’s 60-year anniversary as a part of the Delaware Judiciary, and present Chief Magistrate Alan Davis with a tribute on behalf of the General Assembly. Nobody should have to constantly look over their shoulder for minor offenses like an overdue traffic ticket, and the Justice of the Peace Court allows individuals to reclaim a part of their lives, take responsibility, and move toward a better future.

Today's ribbon cutting was decades in the making.

The Peoples Settlement Association reconstruction is about more than just a new building. Today's grand opening is about honoring a legacy of service to our community and the generations of people who have built Peoples Settlement into the institution that it is today.

As someone who grew up on the East Side, I know what a facility like this means to our neighborhoods. This first photo is from my days on the Eastside Connection. I’m incredibly proud to see these doors reopen and to usher in a new era for our children, seniors, and families.

To Ms. Ballard, Mayor Carney, and so many others who helped us along the way, I thank you. Our progress continues.
