Dover Fire Dept. In 1869, the town of Dover purchased "40 fire buckets, six ladders, and four fire hooks for the use of the Town in case of a fire." W.D. That lot is now vacant.

Organized in 1882, the Fire Department has served for over 140 years and has grown into a modern department with 250 members, five dispatchers, and a Fire Administrative Manager dedicated to protecting life and property in the Capital of the First State. In 1869, the Town purchased a hook and ladder apparatus "at a cost not to exceed $260." The purchase was made and the truck brought to Dover on December 23, 1869. Two bad fires, the Wilmington Conference Academy (now Wesley Junior College) in 1876 and the Capitol Hotel (now offices on State Street) in 1879 started a demand by the citizens for a fire company. The Town owned the hook and ladder truck purchased in 1830 and the hand pumper, now displayed in the Delaware State Museum in Dover. The sum of $1,500 was raised by popular subscription towards the purchase of two hose carriages and other equipment. These carriages were named the "Robbins" and the "Dover" and along with the ladder truck were housed in a shed on North Street. Thirteen years later, in November 1882, seventeen men met in the Old Fellows Hall, which was located on the second floor of a building on Loockerman Street. One dollar was collected from each man present and the treasury for "Robbins Hose Company" was established. The name Robbins comes from James W. Robbins (1831-1876) who died six years before Robbins Hose was officially organized but apparently had been generous and interested member of the local fire brigade. He was a partner in the firm of Richardson & Robbins, Inc., a company that was once a vital part of the business and social community of Dover. Eldad Clark was elected the first President of the Fire Company and five committeemen were appointed to draft a set of bylaws and a constitution, which were later adopted. Walls was the first Chief Engineer. The company had been active before 1882, but things really started rolling for the firemen after their official organization. The first fire of record was on January 28, 1883, a small house on the road to Little Creek. 1883 was a busy year. A committee was appointed to visit the State Legislature in an effort to obtain appropriation. Their efforts were successful and the company was granted $200 and an act of Incorporation on January 25, 1883. A new firehouse was built on a lot purchased for $550. The present firehouse, which was built in 1922 and expanded in 1948, is, located a short distance away on the east side of Governors Avenue.

It is with deep regret that the Dover Fire Department announces the passing of Past Chief William H. Hurley IV, 74, who tragically passed away on September 7, 2026, surrounded by his family, who loved him deeply and will miss him more than words can express.

Bill was a devoted husband, loving father, and proud grandfather, affectionately known as “Papa.” He had numerous friends and firefighter brothers whom he could rely on, and they could always rely on him.

His family knew they could count on him as well. Bill was known by many names—Chief, Willie, Bill, and, of course, Bull.
He enjoyed hunting, golfing, and football and was a die-hard Tampa Bay Buccaneers fan.

Bill worked for DelDOT for 27 years. During his career, he held many positions, working his way up to become a supervisor for Area #21 in Magnolia.

Bill’s passion for 57 years was being a firefighter. He came up through the ranks, eventually becoming a life member. His greatest accomplishment was becoming Fire Chief of the Dover Fire Department.

In addition to his parents, William H. Hurley III and Margaret C. Comegys Hurley, he was preceded in death by his sisters, Margaret J. Hurley and Clara S. Hurley.

He is survived by his wife of 33 years, Karen Hurley; daughter, Melissa Pickens (Wayne); sons, Carey Hurley (Amie) and Aaron Hurley (Ashley); grandchildren, Kate-Lynn Hurley (Peyton), Brie-Anna Pickens, Wesley Hurley, Brooklen Hurley, Brandon Hurley, Dallas Hurley, and Bristol Hurley; and many nieces, nephews, cousins, and in-laws.

Funeral services will be held at 11:00 a.m. Thursday, September 17, 2026, at Torbert Funeral Chapel South, 1145 E. Lebanon Road (Rt. 10), Dover. A visitation will be held from 9:00 to 11:00 a.m. Interment will follow at Sharon Hills Memorial Park in Dover.

In lieu of flowers, the family kindly asks that donations be made to the Dover Fire Department in Bill’s memory.

This will be a full fireman’s funeral.

Tornado response, August 20, 2026

The City of Dover experienced storm damage after the National Weather Service issued a Tornado Warning for the City of Dover at approximately 6:15 p.m. A tornado touched down on the west side of Dover and traveled across Downtown Dover, resulting in numerous down trees, down trees into houses, power lines, and utility poles, as well as damage to several structures throughout the city.

Kraft Foods and the Super Lodge Motel sustained significant structural damage during the storm. Multiple emergency response agencies worked together to evacuate and assess the affected buildings, relocate displaced occupants, and establish and maintain secure areas around the damaged properties to prevent further injuries.

Three individuals were evaluated at the scene. Two were transported for medical emergencies that were unrelated to the tornado incident.

The Super Lodge Motel was condemned by the City Fire Marshal’s Office, displacing occupants from 13 units. At the Days Inn, three occupants were displaced after minor damage was identified in their units. Those affected units were also condemned by the City Fire Marshal’s Office as a precaution.

The Dover Fire Department responded to 32 calls over approximately five hours. The department staffed four engines, two ladder trucks, and three command vehicles, with 38 volunteer firefighters participating in the emergency response.

The incidents required a coordinated, multi-agency response involving:
Dover Police Department
Dover Fire Department
City of Dover Emergency Management
City of Dover Electric
City of Dover Fire Marshal’s Office
DART Transit Authority, which provided buses to serve as temporary shelter for displaced motel occupants
DelDOT Traffic Control
Kent County Paramedics
City of Dover EMS (Ambulnz)
Kent County Fire Police
Kent County Department of Public Safety Field Communications Unit
Kent County Special Operations (Technical Rescue)
Cheswold Fire Company
Little Creek Fire Company
Leipsic Fire Company

The coordinated response focused on protecting residents and visitors, evacuating damaged structures, providing temporary shelter for displaced occupants, addressing medical needs, securing hazardous areas, and beginning the assessment and recovery process.

City officials are continuing to assess the extent of damage throughout Dover and coordinate with utility crews, emergency responders, property owners, and other agencies as recovery efforts continue. Residents are urged to remain cautious around damaged structures, downed trees, power lines, and other storm-related hazards and to avoid entering areas that have been secured by emergency personnel.

The Dover Fire Department would like to thank all participating agencies, firefighters, police officers, emergency medical personnel, utility crews, transit personnel on their response and continued assistance to the Dover community during this severe weather event.
