A page ran by Officer Justin Malueg, that focuses on Community Engagement, First Responder Appreciation & Support, Highway Safety, Mental Health, and Drug & Alcohol Addiction - who also just happens to be running for Waupaca County Sheriff⭐️👮🏻‍♂️🚓 When I'm not at work, I enjoy spending time with my amazing family & friends, boating, swimming, camping, anything else outdoors, and helping in my Community. FLOCK Camera Misuse in Waupaca?

Was there a violation in policy or the law regarding the below information? Again, I don't like to post on negative situations but if this truly happened, our citizens deserve an answer to this question.

Timeline Information:

End of July 2026: Sgt. Chad Repinski (pictured below) had resigned from the Sheriff's Office.

August 2026: Several officers/deputies and other employees across the county stated his resignation was due to "stalking his ex using Flock cameras".

Sept. 6th, 2026: I filed an open record request asking for documentation regarding the internal investigation of Sgt. Repinski.

Sept. 11th, 2026: I filed a request with Waupaca County DA Kat Turner asking for this to be looked into. I received no response.

Oct. 9th, 2026: HR Director/Admin Coordinator states there was no internal regarding Flock cameras.

Oct. 11th, 2026: I am provided a letter from an anonymous source. This letter was obtained through the Outagamie County Sheriff's Office on October 9th. It was in response to an open record request involving an investigation into Sgt. Repinski's alleged mid-use of Flock cameras. (See attached.)

Oct. 12th, 2026: I met with HR Director/Admin Coordinator in person and she states that "to my knowledge it's not, I've been told it's not." She also advised that she is usually apart of all employee internal matters but she was not apart of Sgt. Repinski's internal.

HR Director/Admin Coordinator also confirmed that he was investigated by Outagamie County Sheriff's Office but she does not have any documentation in regard to it - only his resignation.

She provided me with copy of his resignation (see attached).

Oct. 12th, 2026: I met with Corporation Counsel and she confirmed that Sgt. Repinski's internal investigation involved Flock cameras.

Also Oct. 12th, 2026: I receive email from DA Turner stating that she has no records involving Sgt. Repinski.

Conclusion:

It is confirmed through documentation and statements that Sgt. Chad Repinski was formally investigated by the Outagamie County Sheriff's Office.

It is confirmed through documentation that Sgt. Repinski had signed a resignation agreement on July 28th, 2026 - along with the HR Director/Admin Coordinator also signing it.

It is confirmed through documentation and statements that this investigation revolved around the use or alleged mis-use of Flock cameras.

My Take:

I encourage everyone to reach out to your Waupaca County leaders and demand some answers. There appears to be some deceiving behavior occurring with this and you, our citizens, don't deserve that. There needs to be transparency and accountability - yes, even during election time.

One of the biggest issues you all have brought forward to me with this - is the ability for law enforcement to use these cameras for personal use/gain without there being any safeguards in place. This is another example of just that.

Also - It wasn't until September 8th when the Sheriff's Office decided to suspend the use of Flock cameras - several months after I began talking about it publicly. It was over 1 month after this incident allegedly took place.

These gaps in transparency and accountability are what breaks down trust between the Sheriff's Office and our community. As your next Sheriff, I will strive to repair those relationships and regain your trust. Politics will no longer be an influence between right and wrong.

Thank you!

Tonight, I got to meet and listen to Thomas Farley in Waupaca. He talked about his struggle with alcoholism and his brother's drug addiction.

His brother is the late Chris Farley, who is my favorite actor of all time. Chris was from Madison, Wi and died of a he**in overdose in 1997. He was at the height of his career with SNL and making movies in Hollywood, such as Tommy Boy, Billy Madison, and many others.

Thomas is truly a genuine and authentic human being. He said that by being able to talk with others and share his and his brother's story helps him continue to heal and remain sober. He has even talked in prisons, helping inmates get released and become functioning members of society again.

The big take away - find and love your authentic self.. and be proud and gracious of the little things.

You got this! I'm PROUD of YOU!👊🏼

I apologize in advance for the language but this speaks volumes. This is from the inside of the Waupaca County Jail and is only one example of several people who have reached out.

I was given permission to share this with the requested redactions in fear of retaliation.

Folks, there are really amazing people who work for the Sheriff's Office who are literally begging for positive change! Please vote on November 3rd. Let's be that change!

"SHERIFF DAY" Follow Up: Update 3 of 3 (Final Update)
10/16/2026

After my meeting on Monday (October 12th), I received the pay code list from HR that existed during this timeframe. "Sheriff Day" is not listed.

I also received an employee's time sheet from May 26th, 2025 when they took a "Sheriff Day". According to this time sheet, it states they worked 6p-2a and used code "110-REGULAR" - "110" being the pay code and "REGULAR" being short for "regular hours worked". The employee also received 8 hours of Holiday pay with it being Memorial Day. The Holiday pay entry appears to be proper and according to policy & procedure.

The major issue with this is the employee was not at work when it was documented as "Regular Hours Worked". Also, where and when were these extra paid days off approved?

As I receive further documentation/records regarding this, I will be sure to share them with you!

Fiscal accountability and transparency aren't and should not be political. These are things that the taxpayers need to be made aware of so they can demand answers. We want answers. It would be easy for someone from the Sheriff's Office to provide the proof (receipts) that this was legit.
