Referendum Fast Facts — Heading to Your Mailbox Soon 📬

Keep an eye out! The Duluth Public Schools "Referendum Fast Facts" mailer will be arriving in mailboxes soon, ahead of the November 3 vote on two Operating Levy Referendum questions.

Here's what you'll find inside:
📊 State funding trends — how per-pupil state revenue compares to what inflation-adjusted funding would look like today
💰 The financial picture — details on the $12 million in cuts already made, and what's ahead if the referendum isn't approved
📋 The plan — a breakdown of Question 1 (protects student learning) and Question 2 (prepares us for the future), and what each would fund

Our Voices of Duluth video series continues! This time, hear from Barb Chopp, Supervisor of Operations and Energy Management.

For Barb, it comes down to this: our students need a safe place to come and learn. This fall, Duluth voters have a chance to support that with the referendum. It helps cover the day-to-day things that keep our schools running: teachers' salaries, classroom supplies, transportation, and utilities. And all of those take a hit when state funding can't keep up with inflation.

Join Duluth Public Schools leadership for an informational Community Town Hall to learn about the 2026 Operating Levy Referendum on the November 3 ballot.

District leaders will share factual details regarding the school district's financial situation and the two-question proposal:

◾The Need: Why state funding falling behind inflation has created a structural deficit despite $12 million in previous budget reductions.

◾The Plan: How Question 1 (Protect Student Learning Today) and Question 2 (Prepare for the Future) work together to stabilize district finances and support classrooms.

◾The Cost: How expiring building bond debt offsets Question 1 to keep tax rates stable, and what the median tax impact ($15/month on a $300,000 home) looks like for property owners.

Each town hall will include a presentation followed by a dedicated Q&A session where residents can ask questions and gather information to make an informed vote on or before Election Day, November 3.
