Winona County Planning and Zoning permits are moving online!

Beginning July 1st, applicants can explore and apply for permits using our online system through OpenGov. This transition will provide transparency and efficiency in our permitting process, AND we will now accept credit card payments online!

** Please note: Paper permits will not be accepted after August 1, 2022. **
