Corruption in Northampton County Government

The line of ethical behavior is crossed, without reservation, every day at the Northampton County courthouse by our County Solicitor, Melissa Rudas; and seemingly encouraged by her boss, County Executive Lamont McClure.

McClure is all-powerful with total power over most county employees except the judges, the DA, and a few auditors. Virtually everyone else falls under his control, from court staff, the Sheriff, his deputies, Domestic Relations, H.R., and the list goes on. The right-hand hatchet man for McClure is Solicitor Melissa Rudas, who county employees have described a soulless. Together they have put the fear of God into employees of the county. A visiting senior judge who heard the case of court stenographer Jean Genova called her treatment by Rudas and McClure an "atrocity" and "in bad faith." (google Genova v Northampton County) Warning: it will infuriate you and break your heart. She wins in the end, but it is hardly a victory when considering everything Rudas and McClure put her through. So why were they so rotten to her? Simple, they saw an opportunity to set an example of what will happen to an employee who stands up for themselves.

Tomorrow we will discuss how your county Solicitor, Melissa Rudas, rings the cash register of her private law firm by trapping and financially destroying private citizens using her power and influence in local government. It is unethical, illegal, and filled with the type of evil that Jean Genova endured.

Lets see, the sheriff does all kinds of divorce stuff from serving and enforcing PFAs, private civil judgement collection (taking peoples homes and the like), sticking people in jail for various domestic issues. It sure would be nice to have the attorney listed bellow on your side as the sheriff's initial employment contact. Maybe she could call in a favor or two and get him to just forget all about it OR if you are on the other side of her in a case, could she pull a sneaky one (wink wink) and make a way bigger deal out of something than it really was. Oh, she would never do that, right? Have you met Melissa (wink wink) Rudas?

SHERIFF

GENERAL PURPOSE
Under the direction of the County Executive, the Northampton County Sheriff is responsible for the management of the Sheriff's Office in the provision of courtroom security, the transport of prisoners, the service of bench warrants, writs and court orders, and the effectuation of Sheriff's sales of real property.

SUPERVISION RECEIVED
This position reports directly to the County Executive or designee.

SUPERVISION EXERCISED
This position exercises direct supervision over the Chief Deputy Sheriff, Lieutenants, Sergeants and Executive Secretary and indirect supervision over the Deputy Sheriffs, Court Security Officers, Security Screening Officers and clerical staff.

ESSENTIAL DUTIES OF THE POSITION
Manages the design and development of work procedures and operating practices of the Sheriff's Office.

Assesses the effectiveness of ongoing operations to insure timely and efficient work accomplishment in coordination with County, Court, State, Federal and other affected offices.

Oversees the development of scheduling needs and goals in providing courtroom security, prisoner transport, service of legal papers, and/or real estate property sales.

Oversees the direction of sales of real estate and personal property to satisfy court orders.

Oversees the service of civil and criminal subpoenas, warrants and other papers, reviews circumstances and advises of techniques or approaches in locating individuals.

Directs lower level staff in transporting prisoners and providing court security.

Oversees the development and administration of the budget and the monitoring of subsequent expenses for conformance to estimates, determining need to transfer or request additional funds according to changes in operation.

Oversees the assignments and review of the work of law enforcement and clerical staff.

Determines training needs for the Sheriff's Office and modifies as procedures, case law or other factors dictate.

Responsible to enforce court orders requiring the Sheriff's Office oversight and coordination on all labor strikes in the county.

Oversees internal affairs investigations and disciplinary issues.

Keeps detailed records and submits reports on investigations, grievances, and any other reporting necessary.

Testifies in court hearings as required.

Represents county on relevant committees as assigned by the County Executive.

Addresses community groups, schools and other audiences about the functions of the office, as directed.

REQUIRED MINIMUM QUALIFICATIONS

Applicants must have a valid Pennsylvania driver's license and at least two years of experience supervising in a public law enforcement agency of at least ten (10) full-time employees.

KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of the goals, objectives, and principles and practices of law enforcement work.

Thorough knowledge of the methods, techniques and equipment commonly employed in civil and criminal law enforcement work.

Knowledge of current homeland security/Administrative Office of Pennsylvania Courts (AOPC) guidelines to insure safety of government facilities.

Knowledge of supervisory principles and practices.

Skill in the use and maintenance of handguns.

Skill in the use of personal computers and related software applications.

Ability to determine training needs and direct the development of same.

Ability to prepare reports and budgets as required.

Ability to maintain emotional stability to cope with emergencies and other stresses.

Ability to make oral presentations before various groups, including giving testimony in hearings and court cases

Ability to establish and maintain affective working relationships with associates, judicial, law enforcement and other county officials, representatives of other government agencies and the general public.

Ability to read, write, speak, understand and communicate in English to perform the duties of this position.

TOOLS AND EQUIPMENT
Sheriff Department car, sheriff radio, handgun or other weapons as required, handcuffs, electronic charge devices (e.g. X26-Taser), pager, first aid equipment, telephone or cell phone, personal computer (including related software applications), calculator, fax machine, and copy machine.

PHYSICAL DEMANDS
While performing the duties of this job, the employee is frequently required to walk, sit, talk or hear. The employee is occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell. The work involves considerable exposure to unusual elements such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors and or loud noise.

APPEARANCE OF IMPROPRIETY

Solicitor Melissa Rudas heads the very powerful Northampton County Solicitors Office. Solicitor Rudas also has a private law practice that, according to her website, represents clients in criminal cases, family law, civil litigation, and personal injury.

NorCo 7 believes that there is evidence to show that Solicitor Rudas uses her government-granted powers (articulated or not) as County Solicitor to influence county employees to make favorable decisions on behalf of her private clients. That is good news if you are her client in matters such as divorce and Domestic Relations hearings. It's not so good news if you are on the other side expecting equitable treatment.

Corruption? Conflict of Interest? At the very least, if citizens must even ponder these questions or wonder if they are receiving fair decisions, the "Appearance of Impropriety" exists, which is a legal no-no in and of itself.

Attorney Rudas knows better and should face the Disciplinary Board of the State Supreme Court.
