The Fort Smith Housing Authority (FSHA) and Compass Realty & Construction Group (CRCG) previously addressed the mayoral candidate questionnaire independently developed and distributed by Paul McCollom, who served as an independent contractor and Principal Broker for CRCG.
After reviewing the circumstances surrounding the incident in full, I have terminated Mr. McCollom's contractual relationship with CRCG and FSHA for real estate brokerage services, effective immediately. His designation and authority to serve as Principal Broker for CRCG have also been terminated.
As previously stated, the questionnaire was not developed, requested, authorized, sponsored, or approved by FSHA or CRCG. Neither organization participated in developing the questions, selecting the recipients, evaluating responses, or planning the distribution of any resulting information.
After the issue was brought to his attention, Mr. McCollom acknowledged the mistake, accepted responsibility, contacted the candidates involved, and discontinued the questionnaire. However, his use of organizational email, contact information, and his organizational title in connection with this activity understandably created the impression that FSHA or CRCG could have been involved.
After reviewing the incident in full, I determined that those corrective actions did not resolve the underlying issue. The use of FSHA and CRCG resources and an organizational position in connection with personal political activity crossed a boundary that is especially significant for organizations such as ours.
FSHA and CRCG must remain institutionally neutral in political matters. There must be a clear separation between personal political activity and these organizations, and organizational names, resources, accounts, addresses, or positions cannot be used in a manner that could reasonably suggest organizational involvement in an individual's political activity.
Maintaining that separation is particularly important because of the public nature of our work and our relationships with the City of Fort Smith and other governmental and community partners.
This was not a decision I made lightly. However, maintaining public trust and a clear separation between our organizations and personal political activity is a responsibility I take seriously.
