Franklin Fire - Rescue Firefighter Chuck Norton is a HUGE help to the Franklin Police Department in many ways.

Please pray for his speedy healing and recovery!

Yesterday we asked you to pray for one of our own. We want to share a little more with you today.

Driver Engineer Chuck Norton suffered a heart attack yesterday. He was airlifted from Angel Medical Center in Franklin to Mission Hospital in Asheville.

Chuck has been having serious trouble with his breathing. His doctors are working to stabilize that before taking him to the cath lab to examine his heart and determine what treatment he may need.

To know Chuck is to love him. He’s the guy who can make you smile or laugh even on your worst day. If you’ve spent any time around him, you know that sense of humor we’re talking about.

Chuck has his family with him, including his wife and his babies. Please continue to pray for our brother and his family, and for the doctors and nurses taking care of him.

The family has no other needs at this time. As they allow, we will keep everyone posted on how Chuck is doing and let you know if anything is needed.

From Chuck’s family and all of us at Franklin Fire & Rescue, we cannot thank everyone enough for the love and support you have shown since yesterday. Please keep those prayers coming!

Congratulations to Assistant Chief Matt Pellicer for his appointment to Chief of Police as he will succeed Chief Devin Holland upon his retirement.

Chief Holland has announced his retirement effective November 30, 2026. He issued the following statement :

"Dear Citizens of Franklin, Mayor, Council, Town Staff,

With many mixed emotions, I want to announce my upcoming retirement from the Town of Franklin Police Department. After 30 years of service to the citizens and visitors of Franklin, I am ready to begin the next chapter of my life. I began as a Franklin Police Officer in October 1996, and I will have the honor of ending my career as your Chief of Police on November 30, 2026.

Although this is a rewarding accomplishment, I have profound bittersweet emotions. The police department has been my home away from home for the past 30 years. The officers over the years have been like family to me, especially those currently serving. Like so many other law enforcement officers, I have seen and experienced things that most people will never see in a lifetime. I have met some great people and some not-so-great people, but they are all part of my career. There were highs and lows, but I have really enjoyed my career in policing. I have plenty of good stories to tell, and many great memories to share. I am very grateful for such a rewarding career, and that I safely made it to the finish line.

I end my career knowing that I made a positive difference in our town, and that the citizens will be in great hands with the amazing department we all helped create. The men and women of the Franklin Police Department are the most professional, dedicated, and respectful officers and staff around, and I fully believe they will carry on that public image.

I am thankful for every person that has supported me during my career, especially my family for all of their sacrifices, and for standing beside me through long hours, difficult calls, and missed moments.

As I finish writing this chapter of my novel, I do so with a full heart, tremendous pride, great memories, and even better friendships. It has been a true honor and a noble privilege to serve as a police officer, and most recently as Chief of Police.

Thank you, Franklin, for allowing me to serve you.”

Chief Holland will continue to work closely with his command staff to ensure continuity of service and a smooth transition leading up to his retirement date. Assistant Chief Pellicer will become the new Town of Franklin Police Chief on December 4, 2026.

Mayor Stacy J. Guffey added “Chief Holland has given three decades of his life to serving and protecting the people of Franklin, and our town is better because of that service. We appreciate Holland, not only for the way he has led our Police Department, but for the integrity, professionalism, and his care for this community. On behalf of the Town of Franklin, I thank Chief Holland and his family for the sacrifices they have made over these 30 years, and I wish him luck in retirement.”
