Paul’s father, the Reverend Eddie A. Dictos, began his career as a farmer on a ranch overlooking the San Joaquin River. Now that old family homestead is called San Joaquin Country Club. Dictos began pioneering churches in the Northern part of Greece, where Paul was born, raised, and did military service. For the past 46 years, Paul and his wife Stella have called Fresno their home. They have two d

aughters, a son and six grandchildren. Paul graduated from California State University Fresno with a Bachelor of Science degree in Accounting. He worked for the City of Fresno Finance Department as an Accountant Auditor from 1971 through 1975. He then worked for the Michael Cardenas Accountancy Corporation. Paul passed the CPA exam in 1972 (one sitting) and was certified by the State of California in 1974. In 1976 he started his public accounting practice and has been practicing ever since. The Paul A. Dictos Accountancy Corporation was established in Fresno, and was incorporated on July 1, 1977. It currently employs four full-time staff members. Paul has had extensive experience in Governmental Auditing, ranging from special districts to municipal audits and other governmental programs. His experience includes, but is not limited to, supervisory monitoring and review of governmental audits of the Model Cities Program of the City of Fresno, preparation of the City of Fresno's city-wide cost allocation plan, municipal cost certifications, municipal audits and audits of grants/contracts from the U.S. Department of Housing and Urban Development (HUD), Health and Human Services (HHS), Department of Labor (DOL), Department of Agriculture (USDA) and others. He also has had special assignments as expert witness in litigations involving cost accounting issues, special audit assignments involving fraud and resolutions of fraud investigations in non-profit and for-profit environments. In 2010, running on his private sector experience, community involvement and love for Fresno County, Paul was elected as the 11th Assessor-Recorder in the county’s history. He was sworn into office on January 11, 2011, and went right to work for the people of Fresno County.

Fresno, California, March 9, 2017: Elected officials have to re-apply for their jobs every four years. No one gets a pass. That's what campaigns are all about- job interviews with voters about what they've done with their time in office. And every four years voters decide whether we fulfilled our promises, whether we pursued solutions, whether we worked on pressing issues and whether we've been honest and good stewards of the public trust. I think I have done that and I’ve served our citizens with integrity of heart. I am humbly asking for your support in my re-election.

Despite budget cuts totaling forty percent, my department has fairly, impartially, and energetically complied with the Fresno County Charter and the laws of the State of California. My staff has worked hard to achieve fairness in all property assessments, which benefits the residents and taxpayers of Fresno County. As your Assessor-Recorder I have implemented procedural changes and improved operational effectiveness to make sure that everyone pays their fair share, no more and no less.
Today, the state of the County is financially stronger than when I began my service with you, six years ago.
I ask that you allow me the honor and privilege to continue working for you, and together we make Fresno great for the sake of our children.
