Guest Speaker: Cooke County Sheriff Ray Sappington

Speaker’s Presentation: Sheriff Sappington shared his thoughts on the use and benefits of Automatic License Plate Readers (ALPR). Currently there are 16 of these monitors being used in Cooke County. Fourteen in fixed, stationery locations and two on trailers. Sheriff Sappington said he believed this method of monitoring to be effective police force multiplier. The system and the cameras are rented by Cooke County from Flock Safety Company. The annual cost is $80,000. That cost was paid partly by a grant from the State of Texas, and the Cooke County Seized Property and Forfeiture Fund. Currently, there are no ALPR’s in use in the City of Gainesville. The Cooke County Sheriff Department is currently staffed by just under 100 employees. There are 47 employees in the Law Enforcement Unit and 47 in the Correctional Facility.

Guest Speaker: Larry Nelson-Lions Project for Canine Companions

Speaker’s Presentation: Larry is a new Lions Club member who jumped right into becoming the regional representative for the Lions Project for Canine Companions. The mission of the Project is to support the Canine Companions programs. Lions Club has supported the program since its inception in 1975. The Lions Project for Canine Companions was formed in 1983 to provide support and awareness of Canine Companions. After being chosen as a good candidate, each dog is trained by a “puppy raiser” for 14 to 16 months. For that period, the dog is taught socialization skills. They are then given to professional trainers for 14 to 16 months, before being matched with a human companion for additional training. Some dogs are trained for service outside of individuals, such as hospitals, fire & police departments and at times, are allowed in court settings. The application process to qualify for a canine companion is extensive. Last year, 400 dogs were placed with human companions.

At a recent Chamber of Commerce event I attended hosted by the Cooke County Boys & Girls Club, I was impressed by the vast number of programs offered by this organization.
Many in our community do not know the big part the club plays in youth development. Instead of listing them here, plan to be at this week's club meeting to hear for yourself.
Our speaker this week is Robby Diaz, Marketing Coordinator for the Boys & Girls Club of Cooke County.
Join your fellow Lions Club members to hear about this great organization. Meeting starts at noon.

Guest Speaker: Karla Metzler- Republican Candidate for Cooke County Judge. Note: Karla is running unopposed on the November ballot.

Speaker’s Presentation:

Since winning the Republican party nomination in March, Karla has been diligently working to bolster her skill set in preparation for taking on the job as Cooke County Judge. Karla believes that transparency is the key to the success of her time in office. As an administrative judge, the county budget will be a large part of her job. She feels strongly about the importance of ensuring citizens of Cooke County know how their tax dollars are allocated. Currently, Cooke County is $10M over budget. That is a situation she plans to examine when taking office. Having served on several boards over the past 20 plus years, Karla is well qualified to take on the county judge position. Her plans for the position include the implementation of a formal strategic plan. The county is currently without one. Karla sees the character of the county as being on the verge of change from rural to a more urbanized population. The balance between the two should be monitored as to not adversely change the character of its heritage. She said the population is currently around 38,000. With a population of 40,000, Texas law requires additional allocations of services to be imitated by the county. Karla anticipates that growth is forthcoming. Karla answered questions from the members on a range of topics, including the county’s relationship with the City of Gainesville, duplication of efforts in the Emergency Services District, deteriorating buildings, underutilized property and citizen concerns related to building data centers. Karla invited all citizens to attend commissioners court meetings in person, or watch them on the Cooke County You Tube channel.

My Fellow Lions,
District Governor Mike Lueckenhoff shared some insight at our meeting on Wednesday which you will want to know.
For those who could not make it to the meeting, and for those who did, minutes are attached.
Retention of members is an issue for many of our clubs. As you all know, our club members have a positive impact on our community. We all have so much to continue to offer.
If you feel your talent or contribution as a Lion is not properly recognized, please let John, Cade, Lane, Susan or me know.
One easy way to contribute is by contacting a member who is no longer active in the club, or perhaps lost their motivation to renew their membership.
I have a list of names and email addresses for those folks. I would be happy to provide that information, if you are willing to send them an email saying we would welcome them back.

The speaker for our next meeting on Wednesday Sept 23 is Karla Metzler. Karla is unopposed on the November ballot to become our next county judge.
Our current county judge, John Roane, will be stepping down in January. This is a great opportunity to hear what plans Karla has for when she assumes her role as County Judge.
Invite a guest to join you for the meeting. It is a great opportunity for us to share our thoughts on Cooke County
Karla is a dynamic lady. Don't miss what she has to say. Meeting begins at noon with Karla's presentation.

Guest Speaker: Mr. Tim Sicking, President & Owner of Quasar Energy Services
Speaker’s Presentation:

Tim updated the members on current energy conditions in North Texas and South Oklahoma. He also gave a wider view of the situation in our country and the world. The State of Texas is the undisputed leader in the US for energy production. Texas accounts for 40 percent of the total crude oil output in our country. Most of it is pumped from the Permian Basin in West Texas, using horizontal drilling and hydraulic fracturing technologies. What is lacking is the ability to refine the crude into the product we use. A majority of the refineries being used today were built in the late 1960’s and early 1970’s. The last US refinery built was in 1977. Texas crude is shipped to overseas refineries and once processed, returned to the US. China leads the world with the highest number of refineries. The profit margin for retail gas stations is substantial. There is a profit margin of 40 cents to 60 cents per gallon sold. Tim predicted the price of gas and diesel fuel along with the cost of fertilizer will continue to rise. The current uncertainty in the energy market is having a negative effect on the US economy.
