FIVCO Area Development District FIVCO ADD serves Kentucky’s Boyd, Carter, Elliott, Greenup and Lawrence counties

Kentucky's counties are grouped into 15 regions known as Area Development Districts, or ADD's. Although they are public bodies under Kentucky law, the ADD's are not State agencies nor are they another level of government. Instead, the ADD's should be thought of as partnerships of local units of government. Locally-elected officials and citizen members comprise the ADD boards of directors. The ADD staffs are made up of professionals with a wide range of backgrounds in such areas as economic development, human services, management, and planning. By sharing the expertise found on the ADD staffs, local governments are collectively able to afford the professional staff that many counties and cities could not afford by themselves

Elliott Fiscal Court Receives $2.5mil for New Ambulance Service

In Spring of 2026, with the support of the fiscal court, Judge Lewis applied for an Abandoned Mine Land (AML) Grant to replace the existing ambulance service. On October 9, at the Shaping Our Appalachian Region (SOAR) Summit, Congressman Hal Rogers and Governor Andy Beshear presented Judge Lewis with a ceremonial check in the amount of $2,5000,000.

We want to thank Congressman Rogers, Governor Beshear, Secretary John Lyons, Senator Phillip Wheeler, Representative Richard White, Eric Patton, Lashawna Miller & Luke Stapleton with FIVCO, Jim Skaggs, Kevin Winkleman, and our EC Ambulance Service Board of Directors for their individual works to get this project funded.

We look forward to beginning the discussions on this new project and adding it to the existing AML Grant project we are currently working on in the construction of our new EOC. These are greatly appreciated here in our community as infrastructure ages and new facilities are needed.

FIVCO’s District Long-Term Care Ombudsman, Amanda Hamilton, hosted a Resident Rights Forum in recognition of Residents’ Rights Month. Centered around this year’s theme, “A Seat at the Table,” the forum provided an opportunity for residents to share their experiences with community members and ensure their voices were heard.

Wurtland Mayor Bobby Reynolds also issued a proclamation recognizing Residents’ Rights Month.

Thank you to Amanda, Mayor Reynolds, Legal Aid of the Bluegrass and everyone who helped make this event a meaningful opportunity to uplift residents’ voices and highlight the importance of protecting their rights!

We were proud to have FIVCO represented at the 2026 Kentucky Opioid Symposium!

On Monday, October 5, Luke Stapleton, FIVCO’s Director of Community & Economic Development, served as a speaker for the session, “From Settlement Dollars to Sustainable Recovery: Building Rural Recovery Infrastructure Through Regional Collaboration.”

The session highlighted how regional collaboration, strategic planning, and the Recovery Ready Community process helped identify gaps in our region’s recovery ecosystem and supported the development of a Recovery Community Center in Boyd County through opioid abatement funding.

Luke and fellow presenters shared how local government, healthcare and behavioral health providers, recovery organizations, peer support leaders, and other partners worked together to turn an identified community need into action.

We’re proud to see Northeast Kentucky represented at the state level and to share the work happening across our region to strengthen partnerships and build sustainable recovery resources in our communities.
