If enrollment declines, why don't costs decline at the same rate?

A common misconception is that fewer students automatically means a school district needs significantly less funding. In a district with 34 schools, small reductions in enrollment across multiple schools do not necessarily mean entire classrooms, bus routes, programs, or buildings can be eliminated. In many cases, students can only be combined into existing classrooms if class sizes remain within District guidelines and educational expectations. Small enrollment decreases often do not create enough reduction in a single grade level or school to eliminate a classroom section.

The District has already taken significant steps to improve efficiency. Through the 2024 referendum, schools were consolidated to better align facilities with enrollment trends, increase building utilization, and create staffing and operational efficiencies. These difficult decisions helped reduce costs and maximize resources.
Additionally, many educational costs do not decrease when enrollment drops. Student support services and state- and federally-mandated services must continue to be provided regardless of small changes in enrollment.

The challenge facing school districts today is not simply declining enrollment. It is maintaining educational opportunities, student supports, and mandated services while balancing reduced revenue and rising costs.

Our students are making progress, and our District is moving in the right direction. Associate Superintendent of Continuous Improvement David Johns shares in this video that momentum didn't happen by chance. It is the result of strategic investments in teaching and learning and student support.

If the operational referendum is unsuccessful, the District will face significant budget reductions that could slow or reverse that progress. The referendum provides a path to maintain the programs and services our students rely on and continue the work that is making a difference.

What happens when students turn their ideas into meaningful action? They make a difference in their communities!

The International Baccalaureate (IB) Middle Years Programme (MYP) Community Project challenges students to identify a real community need, work collaboratively to develop a solution, take action, and reflect on their learning and impact.

Why does the Community Project matter?

Students have opportunities to:
Explore real needs: Investigate community issues, ask meaningful questions, and identify possible solutions.

Build community: Connect with local organizations and community members to create positive change.

Develop key skills: Strengthen research, planning, communication, collaboration, creativity, and self-management skills.

Develop initiative: Plan and manage a project, take action, and adapt when challenges arise.

Gain a sense of purpose: See how their efforts can create real change and build confidence in their ability to make a difference.

Become global citizens: Recognize connections between local and global issues and understand their role in building a more just and sustainable world.

The Community Project helps students learn to collaborate, take initiative, and recognize that meaningful change can begin with one small action.

Real choices. Meaningful action. A stronger community.

While the 2026 Operational Referendum is about needed revenue, it is important to focus on the why. GBAPS has also developed an instructional-vision, which is an intentional effort to improve academic outcomes.

Over the summer, UnboundEd presented GBAPS with its 2026 GLEAM Instruction Showcase Award, recognizing the District's sustained, system-wide commitment to grade-level, engaging, affirming, and meaningful instruction. To maintain these efforts, it is important that the District is able to provide meaningful professional development, retain its highly qualified staff, and maintain reasonable class sizes.

View the video to learn more about how the District’s adoption of an instructional-vision is changing outcomes for students!

Why is an operational referendum needed?

One factor is special education funding. For the 2026-27 school year, GBAPS is anticipating receiving approximately 38% reimbursement (which is what we received in 2025-26) for special education services, despite a state commitment of 45%, resulting in $5 million less in revenue than anticipated over the 2 year state budget.

For the last several years, the District has been transferring more than $30 million a year to cover the difference between the cost of services and what is reimbursed by the state.

As these unreimbursed costs continue to grow, they place increasing pressure on the District's operating budget. The 2026 Operational Referendum would provide funding to help sustain student programs, maintain services, and continue supporting the needs of all learners.
