Groveland Community Services District The Groveland Community Services District (GCSD) is a Special District formed by the State of California.

Delivering professional, environmentally sound, economic and compliant services that meet our customer’s needs for water and wastewater, fire protection, and park facilities in the unincorporated township of Groveland, California. Our mission is to provide environmentally sound, economic, and compliant services that meet our customer's needs for water and wastewater treatment, fire protection, and park facilities in the unincorporated township of Groveland, California. The GCSD service area covers approximately 15 square miles in southern Tuolumne County. The District is bounded on the north by the Tuolumne River, on the south by Mariposa County, on the east by the Stanislaus National Forest, and on the west by Moccasin. GCSD is the owner and operator of the Groveland Water System, which receives water from the City and County of San Francisco's Hetch Hetchy water system. GCSD's Water System distributes the water to the populated areas of Big Oak Flat, Groveland, and Pine Mountain Lake. The GCSD water supply and distribution system includes three water treatment plants, five storage reservoirs, and approximately 70 miles of distribution piping. The District provides a treated water supply to approximately 3,500 customers. The District also owns and operates the regional wastewater collection, treatment, and regional recycled water system, which provides sewer service to approximately 1,500 customers within the District's service area.

Grant success starts years before an application is submitted. It takes skilled staff, extensive planning, engineering, financial preparation, and local investment to develop projects that can compete for funding. The application is one step. The years of work behind it are what put the District in a position to succeed.

The wastewater collection and treatment system presents the dirtier parts of the job, and Shane is here to show us a small part of it all!

Cleaning more than 30 miles of sewer mains is one of the many routine tasks our team performs to keep the system flowing smoothly and reliably.

Don't take the risk! Creosote buildup can create a serious fire hazard. Have your chimney professionally cleaned and inspected before lighting your first fire of the season.

Keep the fire where it belongs.

Big Oak Flat’s water infrastructure now provides a level of water reliability and firefighting ability the community never had before.

The new groundwater well is an additional emergency water source when our normal supply is unavailable. The new water tank adds critical water storage for firefighting in Big Oak Flat. The new pipeline connects that storage directly into the Big Oak Flat distribution system and allowed the District to add fire hydrants in areas hydrant coverage did not exist.

Stay tuned as we highlight more projects made possible by $32 million in grant funding, along with the work involved in receiving grant funding!

👋 This is Jen! She joined our team to digitize over 70 years of District records. Her first project was our most critical record…

🗺️ MAPS.
Almost 8,000 maps have been scanned between November 2025 and September 2026. Some of these maps date back to 1953 when the community formed GCSD! Digitizing District maps supports daily operations, capital planning, engineering, and gets necessary information in the hands of our staff quicker than ever before.

As a whole, having our physical records converted to digital files is vital in preventing loss from flooding, fire, etc. and completing the map project only scratched the surface of all the physical records left to scan.

For decades our community has relied on water delivered from the Hetch Hetchy system. It is an exceptional water source, but relying on a single source creates a very real vulnerability when emergencies, major repairs, wildfire, earthquakes, or other disruptions occur.

GCSD has changed that.

The Water Treatment Plant for our Alterative Water Supply is a redundant source of treated water designed to keep water available when the normal supply cannot.

Stay tuned as we highlight more of the projects made possible by $32 million in grant funding.

District of Distinction was awarded at the Platinum Level in recognition of Groveland Community Services District's commitment to sound fiscal management, transparency, and responsible operations.

Out of 2,000 independent Special Districts across the state, there are currently 44 Special Districts that hold the District of Distinction certificate. Only 16 (including GCSD) have achieved the platinum level.

Reaching the highest level of recognition for a District requires the completion of all Special District Leadership Foundation programs. This includes being awarded the Special District Governance Certificate and Transparency Certificate, having a Certified Special District Manager, adopting policies/procedures best practices, Board member and staff professional development, and 3+ years clean audits.
