If you participate in Maine's Low-Income Assistance Program (LIAP) to help with your electric bills, you will see changes to the program this year. Anyone who qualifies for LIHEAP or is enrolled in a DHHS means-tested program such as SNAP, TANF, or MaineCare will be automatically enrolled through secure information sharing between DHHS and the participating utility, unless you have opted out. This year, customers of CMP and Versant Power will see their benefit reflected as a monthly discount or credit. Those using a Consumer-owned Electric Utility (COU) will continue to receive the benefit as a lump sum.
Funding for LIAP increased from $22.5 million in 2025 to $40.5 million this year, including an additional $7.5 million approved in the most recent supplemental budget with bipartisan support.
