❗️Local Government Update:❗️

Governor Shapiro signed SB 1150 on Oct. 22, closing a loophole in the PA Sunshine Act.
Local boards (townships, school boards, councils) can no longer add new business to a meeting agenda on the spot with a simple majority vote.

Agenda items must be set 24 hours in advance, unless they are:
✅Emergencies
✅De minimis matters
✅Issues raised by residents during the meeting
📅 Effective Dec. 21, 2026

📖First Class Township commissioners: now is the time to review your agenda-setting procedures before the new rules take effect. PSATC is here to help!

The Municipal League Summit in Hershey officially kicked off yesterday, and it was a great start to a busy few days of learning, networking, and sharing ideas from across the Commonwealth.

The opening luncheon featured remarks from The Honorable Dave Sunday, Attorney General of Pennsylvania; The Honorable Timothy L. DeFoor, Auditor General of Pennsylvania; and our own PSATC President Todd Miller.

Before the opening ceremony, the PSATC Executive Committee met to discuss important association business and continue our work on behalf of Pennsylvania’s First Class Townships.

We’re looking forward to a great Summit filled with educational sessions, meaningful conversations, and plenty of opportunities to connect with fellow municipal leaders. Hershey is a great place to get the work done!

⚠️ Skill Games Update-this summary came from an article published this morning in “City & State Pennsylvania.” For additional info directly from the AG go to https://www.attorneygeneral.gov/taking-action/attorney-general-sunday-pa-businesses-with-skill-games-devices-not-removed-by-oct-14-risk-law-enforcement-action/

Attorney General Dave Sunday has advised businesses to remove all skill game terminals from their premises by Oct. 14 or face possible law enforcement action. The advisory follows a June Pennsylvania Supreme Court ruling that unregulated "skill games" meet the definition of slot machines under the Gaming Act. Video gambling devices not housed at licensed casinos or licensed truck stops are subject to seizure.

What to know:
*Enforcement may include seizure and forfeiture of the machines, associated equipment, and money tied to their operation.
*Turning off or unplugging a machine doesn't meet the legal requirement.
*Distributors, vendors, and manufacturers who refuse to remove machines could also face criminal charges.
*State Police and local agencies can begin enforcement after Oct. 14 unless the Legislature acts first.

State Police advise businesses to contact their distributors or vendors about removing the machines and related equipment. Township officials may want to share this with local businesses and social clubs.

HARRISBURG — Attorney General Dave Sunday is offering guidance for Pennsylvania businesses with “skill games” terminals, advising those business owners to take compliance steps by October 14 or risk law enforcement action on their premises. Under the law, video game devices not housed at licen...
