CT Children with Incarcerated Parents Initiative - CTCIP The CTCIP Initiative seeks to improve the supports and services for children with incarcerated parents across the state.

Since fiscal year 2008, the Institute for Municipal & Regional Policy (IMRP) at Central Connecticut State University has been receiving annual funding from the Connecticut General Assembly to administer competitive grants for providing positive interventions for at-risk youth whose parent(s) and/or family members have been incarcerated. The IMRP continually seeks to gain an additional understanding of these children and their service-needs through research, evaluation and outreach activities. As-such, the IMRP, in collaboration with several faculty members from BOR’s major public universities, as well as other Universities, is evaluating the effectiveness of direct care services in alleviating negative responses to parental incarceration and improving the positive attributes of CIP.

Wondering what visits in correctional facilities can look like?

It looks different in every facility and with every family! Some children and families may not be interested in or comfortable visiting their parent in person. Some CIP and families may prefer video calls, phone calls, or letters to communicate with their parent. Other families prefer in-person visitsβ€” whether that be contact or non-contact depending on the facility and their security levels and protocols.

The CIP Bill of Rights includes β€œI have the right to speak with, see, and touch my parent” and we want to support this. Research has shown the benefits of visitation and the positive impacts on children, parents, and families. No matter a specific child's preference, they have the right to access their parents!

What is this month really about? πŸ’―

This Parental Incarceration Awareness Month, our focus is not only about sharing resources with CIP, families, caregivers, and professionals but also about discussing the importance of access to visitation for children and families. New York’s CIP Initiative has a program called See Us, Support Us (and Parental Incarceration Awareness Month is often also referred to as SUSU Month). Their theme this year is centered around children having access to their parents who are incarcerated.

Having families visit their incarcerated loved ones has proven to be beneficial for all parties involved. Research has shown that having visitation improves children’s mental health while a parent is incarcerated, strengthens family ties, and lowers recidivism rates for the incarcerated parent. While not every child may want to visit their incarcerated parent, they have the right to have access to visit (if they wish to). At CTCIP, we are working to ensure that children have the access to their incarcerated parents and have comfortable spaces and procedures to do so.

Did you know that October is Parental Incarceration Awareness Month? πŸ’œ

Parental Incarceration Awareness Month raises awareness about the effects of parental incarceration on children. It also serves to educate the public about the prevalence of parental incarceration, highlighting the need for support systems for affected children and families and the need for policies that address the intergenerational cycle of harm caused by incarceration.

The Connecticut Children with Incarcerated Parents (CTCIP) Initiative runs out of UConn Hartford’s Institute of Municipal & Regional Policy. CTCIP serves as the state’s think tank and resource center for supporting children and families impacted by incarceration. Since 2008, the CTCIP team has worked consistently to create resources, build community and government partnerships, as well as research topics surrounding parental incarceration. Look out for our posts this month to bring awareness and support for CIP!

CTCIP celebrated Father's Day earlier this week with a Dads & Donuts Event! 🍩

The CTCIP team partnered with DOC and DCF staff at Osborn Correctional Institution to host an event for an incredible day of donuts, arts and crafts, games, a photo booth, and, most importantly, family connection. Children were able to celebrate Father's Day with their dads, showcasing the importance of child-friendly visitation in correctional facilities.
