🚨 ROUTE INSPECTIONS — PART 4

📋 Understanding the PS Form 1840 & Office Time

As we continue our Route Inspection series, Part 4 focuses on the PS Form 1840 and how management determines street and office time.

📌 M-39 Section 241.33
Only the regular carrier’s time should normally be used when determining the average street time. Time from days served by a replacement carrier or T-6 is excluded, with specific exceptions.

📌 Watch the Data!
Once information is transferred to the PS Form 1840, management must evaluate the data to determine the office and street times for the route.

As stewards, we need to make sure the information is accurately transferred and properly recorded. Even small inconsistencies can affect the route evaluation and future adjustments.

🕐 OFFICE TIME — M-39 Section 242.31

Under normal conditions, the office time allowance is based on the lesser of:
• The carrier’s average office time during the count period
• The standard allowable office time

Standard office time is calculated using the applicable standards for cased letters, case flats, and total cased letters and flats.

⚠️ Remember: Time spent on PS Form 1838-C Lines 22 and 23 is excluded when figuring office time.

🔎 What happens AFTER the count and inspection?

Once the count and inspection are completed, management must consult with the regular carrier BEFORE making route adjustments and explain the evaluated office and street time.

📄 PS Form 1840 — Carrier Delivery Route Summary

The PS Form 1840 brings together the information management uses to evaluate the route and determine adjustments.

➡️ Front page: Data from the count and inspection used to evaluate the route.
➡️ Reverse side: Office and street times selected for the evaluation and any adjustments made.

📚 M-39 Handbook, Section 241.1 explains the purpose of the PS Form 1840 and how the evaluation information is compiled.

⚠️ IMPORTANT FOR CARRIERS:
Copies of the PS Forms 1838 and 1840 must be provided to the carrier before the evaluation consultation.

📘 M-41 Handbook, Section 923.1:
A completed copy of the front of PS Form 1840 is to be provided to the carrier at least 1 day in advance of the consultation.

Completed copies of PS Form 1838 are to be given to the carrier at least 5 calendar days prior to the consultation.
