Henrico County Emergency Management Creating and fostering a safe, sound, and prepared public environment for Henrico County. What is Emergency Management?

Definition: Emergency Management is the managerial function charged with creating the framework which communities reduce vulnerability to hazards and cope with disasters. Vision: Emergency Management seeks to promote safer, less vulnerable communities with the capabilities to cope with hazards and disasters. Mission: Emergency Management protects communities by coordinating and integrating all activities to build, sustain, an improve the capability to mitigate against, prepare for, respond to, and recover from threatened or actual natural disasters, acts of terrorism, or other man-made disasters. Principles: Emergency Management must be:

1. Comprehensive: emergency managers consider and take into account all hazards, all stakeholders, and all impacts relevant to disasters
2. Progressive: emergency managers anticipate future disasters and take preventive and preparatory measures to build disaster-resistant and disaster-resistant communities.
3. Risk-Driven: emergency managers use sound risk management principles (hazard identification, risk analysis, and impact analysis) in assigning priorities and resources
4. Integrated: emergency managers ensure unity of effort among all levels of government and elements of a community
5. Collaborative: emergency managers create and sustain broad and sincere relationships with individuals and organizations to encourage trust, advocate a team atmosphere, build partnerships, and facilitate communication
6. Coordinated: Emergency managers synchronize the activities of all relevant stakeholders and partners to achieve a common purpose
7. Flexible: emergency managers use creative and innovative approaches in solving disaster related challenges
8. Professional: emergency managers value a science and knowledge-based approach leveraging education, training, experience, ethical practice, public stewardship, and continuous improvement. (Adapted from TEEX definitions of Successful Emergency Management Programs)

🌎 VIRGINIA, ARE YOU READY TO SHAKE OUT? ⏰

On Thursday, October 15, at 10:15 a.m., Virginians are encouraged to participate in the 2026 Great ShakeOut Earthquake Drill!

Whether you're at school, at work, or at home, take a few minutes to practice the actions that could help protect you during an earthquake.

🛑 DROP, COVER, AND HOLD ON!

⬇️ DROP to your hands and knees before the shaking knocks you down.

🛡️ COVER your head and neck and, if possible, take shelter under a sturdy desk or table.

✊ HOLD ON to your shelter until the shaking stops.

🏫 Schools, businesses, government agencies, and households across Virginia can participate. Some organizations may also test emergency notification systems during the drill, so be aware of any alerts you may receive.

🌪️ You don't have to live in an earthquake-prone area to be prepared. Practicing now helps build the muscle memory you may need in an emergency.

Virginia, let's make preparedness a habit! Participate in the Great ShakeOut and encourage your family, friends, and coworkers to join you.

🚨Training Together. Preparing Together. Protecting Our Community.

Today, Henrico Emergency Management, Henrico County Division of Fire, and Henrico County Police partnered with the University of Richmond and the Virginia Department of Emergency Management (VDEM) for an active threat exercise.

Exercises like this provide valuable opportunities to strengthen interagency coordination, enhance communication, and practice response strategies in a realistic training environment.

By training together, we build stronger partnerships and improve our collective ability to respond effectively when emergencies occur.

Preparedness is a team effort, and partnerships like these help keep our community safe!

What better time to kick off a new class than during National Preparedness Month?

Over the coming weeks, our newest Henrico County Community Emergency Response Team (HCCERT) participants will work through online coursework designed to build essential emergency preparedness knowledge. They’ll then put what they’ve learned into action during a full day of hands-on skills training. Topics include disaster preparedness, fire safety, basic first aid and triage, light search and rescue, and more.
