Highland Police Department The Highland Police Department practices community policing in this small village of 842. Chief of Police Daniel Swinehart is the lead hunter safety instructor.

Chief of Police Daniel Swinehart along with Officer Michael Havlik and Officer Ryan Kumor and reserve Officer Brent Harris make up the police department. We practice community policing with some of the events we sponsor listed here. He is assisted by four volunteer instructors with various skills and knowledge that enjoy teaching hunter safety. The department is also involved with bike safety at the Highland Elementary School. We teach basic bike riding skills from grades k to 4th. Each year the department sponsors a bike ride from the Village of Barneveld to the Village of Mound Horeb. We take the 5th grade class on a 18 mile bike ride on the Military Ridge State Bike trail to promote exercise and bike riding and making the right decisions in life. The DARE program is taught to 5th graders. Iowa County Sheriff's office administers the DARE Program that the police department supports. The 5th graders will learn about drugs, alcohol, and violence and how important it is to make good decisions. After graduating from the program the kids will understand that there are other alternatives than drugs, alcohol and violence. For example bike riding, skiing, swimming, and hunting. With the Highland Police Department page we reserve the right to delete or hide from public view any submissions, post or messages which contain:
Vulgar language, whether implied or otherwise stated; including graphic, obscene, explicit, racist or sexist comments. Personal attacks of any kind. Abusive, hateful or slanderous comments, whether implied or otherwise stated, regarding any person, ethnicity, religion, sexuality, organization or nation. Spam. These two got to experience a police car ride without the cuffs on, thanks to the Highland Booster Club. We are always happy to work with the school, and its clubs, especially when we get big smiles like this. You are officially JR. POLICE OFFICERS.

On May 12, 2026, Highland EMS members assisted the police department with teaching bike safety at the Highland Elementary School. These are some of the nice thank you letters from the first graders. I want to thank the school for allowing us to continue to come to the school and teach bike safety all these years. Thank you to the five EMTs that helped this year (Tammy, Alissa, Clarissa, and Harleigh), and to Barb who sets up my times every year.

One of my first major calls in Highland was with Lana. I assisted her on a domestic disturbance out in the county that went very sideways. I have worked many calls for service with Lana since I started a year after she did working in Avoca and now Highland. She was always my go to detective if I had a question on a case. Lana will be very missed among law enforcement. Congratulations Lana in your retirement.
