Natural Gas Leak / Odor:

Update: 3:45 pm Gas Leak has been sealed. it is no longer venting into the open air. Consumers technicians are still on scene making the actual repairs.

At 1:47 p.m. today, Holly Police and Fire units were dispatched to Railroad St., where a power equipment operator struck an underground gas main. Responding police and fire personnel have determined there is no threat to the public, and the leak is safely venting into the open air. Consumers Energy technicians are on scene.

There is a strong odor of natural gas in the area and in areas downwind of the leak. This odor is expected to continue until the leak is repaired.

Technicians are trying to determine the best course of action to seal the leak and, at this time, do not have an estimated repair time.

We will keep you updated on this page when the repairs are complete.

Evil Never Sleeps

The further we get from 9/12, ...the closer we get to 9/10.

The work that began on September 12 is what helps us prepare, to help keep every September 10 safer. The law enforcement community has become a global effort of vigilance, awareness and preparedness. Together we learned a new concept..."If you see something, say something"

The things we experience become memories, and memories become history. History fades, but only if we allow it.

Together, we remember. we honor. we stay vigilant.

E-Bike Vs. E-Moto

As these devices become more popular, confusion about them continues. This is our second post to help clarify what qualifies as an e-bike and what does not. We want this information to be clear for our community.

Qualifying e-bikes generally have the same rights and responsibilities as regular bicycles, subject to class-specific age and riding restrictions. In the Village of Holly, bicycles are allowed on sidewalks where permitted, but must yield to pedestrians. Downtown dismount rules still apply. E-Moto's are NOT e-bikes.

Please share this image and review our more in-depth post for a full explanation of the different electric rides!

We all know they are here, and we want you safe and legal. Holly PD is stopping riders and enforcing e-ride violations when observed. Please know the rules and ride safely and legally.

KNOW YOUR RIDE: E-BIKES, E-MOTOS, MOPEDS & ELECTRIC SCOOTERS

Parents and Riders: similar looks can mean very different rules! A vehicle’s pedals, power and speed determine its legal classification—not the name in the advertisement.

E-BIKE — A bicycle with working pedals
• Definition: A seat, fully working pedals and an electric motor of 750 watts or less.

• Classes: Class 1 = pedal assistance to 20 mph. Class 2 = throttle assistance to 20 mph. Class 3 = pedal assistance to 28 mph.
• Age: No state minimum for Classes 1–2. Class 3 operators must be at least 14.
• License/registration: Neither required.
• Helmet: Required for Class 3 operators and passengers under 18. Recommended for everyone.
• Where: Streets and bicycle lanes open to bicycles. Sidewalk riding is subject to local restrictions; yield to pedestrians. Trail access depends on the class and the trail’s rules—do not assume every e-bike is allowed.

E-MOTO — An electric motorcycle-style vehicle
• Definition: “E-moto” is a common name, not a separate legal class. A vehicle without working pedals, over 750 watts, or outside e-bike assistance limits does not qualify as an e-bike.
• Age/license: If classified as a motorcycle, generally 16 or older with a driver’s license and motorcycle endorsement; learner-permit restrictions apply. If legally classified as a moped, moped rules apply.
• Registration: Street use requires the appropriate title, registration, plate and insurance for its classification.
• Helmet: Motorcycle helmets are required unless the rider qualifies for Michigan’s age-21-and-over exemption.
• Where: Public streets only when legally equipped and registered for street use. Off-road models belong on authorized motorized riding areas or permitted private property—not sidewalks or bicycle trails.

MOPED — A low-speed motor vehicle
• Definition: Two or three wheels, no manual gear shifting, maximum capability of 30 mph on level ground; a gasoline engine cannot exceed 100 cc.
• Age/license: Moped licenses start at 15. A valid driver’s license also qualifies. A Level 1 learner’s license needs an added moped privilege.
• Registration: Michigan moped registration and rear decal required for public-road use.
• Helmet: Required under age 19.
• Where: Streets, riding with traffic and keeping right as practicable. No sidewalks or bicycle paths.

ELECTRIC SCOOTER & ELECTRIC SKATEBOARD
• Definition: A standing device for one person, no larger than 60 inches long by 18 inches wide, no more than 2,500 watts, and maximum capability of 25 mph.
• Age: At least 12 to operate on public streets.
• License/registration: Neither required for devices meeting this definition.
• Helmet: Required under age 19.
• Where: Subject to local restrictions, sidewalks with pedestrians given priority, and eligible streets:
– With handlebars: posted speed limit of 45 mph or less.
– Without handlebars: posted speed limit of 25 mph or less.
• Riding speed: Never more than 25 mph. One rider only.

REQUIRED EQUIPMENT
• E-bikes: Working brakes and required reflectors; a white front light and red rear reflector for nighttime roadway riding. Keep the class/speed/wattage label accurate.
• Electric scooters/skateboards: Must stop under control; nighttime roadway riding requires a white front light and red rear reflector.
• Mopeds/street motorcycles: Required road equipment includes a headlight, tail/brake light, front and rear brakes, horn and rearview mirror. Gas-powered models also need a proper exhaust/muffler.

DOWNTOWN HOLLY: DISMOUNT & WALK
Must walk your electric or traditional bicycle, scooter or skateboard through our Downtown Business District Sidewalks and Streets: Saginaw Street from Maple Street to the railroad tracks, including Battle Alley. Holly’s Chapter 71 establishes downtown riding restrictions and dismount requirements.

Obey traffic signs, give pedestrians room, and check park and trail rules before riding. Parents: check the actual specifications before buying or allowing a child to ride.

Enjoy the ride. Respect your neighbors. Help keep Holly safe!

School Bus Stop & Crossing Guard Safety Alert

Holly Area Schools will start Monday, August 31, and with that.... You will see the big bright yellow busses on our roads. PLEASE, take a moment to become familiar with Michigan law as it relates School Bus Stops. Please allow for extra drive time and anticipate pedestrians and bus stop activity.

School Crossing Guards will be present at Holly Elementary on East Maple St. and Patterson Elementary on Grange Hall Rd. Please make sure you give them your full attention and compliance. Failure to comply is a law violation, but more importantly unsafe to them and the children in their care.

There are a few laws that we all need to be aware of:

1. School Districts that mount traffic cameras on busses may use the video for prosecution of bus stop violations.

2. A person shall not impede the progress or operation, or both, of a school bus

3. Unauthorized persons shall not enter a school bus without the permission of the driver or the school.

Our children's safety must be our number one priority!

Thank you, and welcome back to school 👮‍♂️

Downtown Dismount Reminder -

The updated Dismount signs at the entrances to our Downtown Business District may be new, but the ordinance is not.

Village Ordinance Title 7, Chapter 71 prohibits riding bicycles, skateboards, coasters, scooters, rollerblades, and other similar wheeled devices on sidewalks and streets within the Downtown Business District and Battle Alley. Mobility devises used by people with disabilities are exempt.

When entering Downtown, please dismount and walk your bicycle or other device through the designated area.

The Downtown Business District includes Saginaw Street from Maple Street to the railroad tracks, including Battle Alley.

Downtown Holly is a busy and active place, with pedestrians, businesses, visitors, events, and motor vehicle traffic all sharing a relatively small area. We want our Downtown sidewalks and streets to remain vibrant, welcoming, safe, and enjoyable for everyone, with pedestrian safety and consideration for others at the forefront.

Please help us spread the word and remind family members, friends, and young riders of the Downtown dismount requirement.

You will also see an increased Holly Police Department foot-patrol presence Downtown to help educate, remind, and encourage compliance. When necessary, officers will take appropriate enforcement action.

Our goal is simple: a busy, welcoming Downtown where everyone can safely enjoy our public spaces and shops.

Thank you for helping us make that happen!
