Here is a concise recap from August's Governmental Advocacy Advisory Group (GAAG) meeting from HAR Central for your awareness:

***Local Issues Update

- The Houston City Council approved a $314M HUD-funded recovery plan for the May 2024 derecho and Hurricane Beryl.

The initial plan allocated $0 to housing.

- Council Member Tiffany Thomas introduced an amendment adding $100M for housing, split evenly between single-family and multi-family.

***State/Federal Issues Update

-VA Home Loan Reform Act (H.R. 1815) is now law.

Permanently allows veterans to directly compensate their real estate agents, ensuring fair participation in the market.

Funds the VA Grant & Per Diem homelessness-prevention program.

Establishes a partial claims program to help veterans who are behind on mortgage payments.

🌟Why VAREP is Important
Unique Mission

VAREP is the only HUD-certified Veteran Service Organization (VSO) focused on housing and financial stability for veterans and servicemembers.

Other VSOs help with benefits or healthcare, but VAREP zeroes in on homeownership, lending, and fighting housing discrimination — the areas where veterans are most vulnerable.

Veterans Face Housing Inequities

Even though VA loans are a powerful benefit, many veterans don’t know how to use them or face discrimination when trying.

Veterans are also more likely to be targeted by predatory lenders, face higher foreclosure risks, and struggle with affordability in cities like Houston.

Closing the Financial Literacy Gap

The military teaches discipline and skills, but not always financial management.

Without guidance, many servicemembers transition out of the military and immediately face debt, bankruptcy, or even homelessness.

VAREP is pushing for laws to institutionalize financial literacy from enlistment through civilian life — that’s prevention, not just crisis management.

Veterans are reporting discrimination in housing markets when using VA loans.

That puts veteran issues squarely in line with civil rights and fair housing justice, which is exactly the type of advocacy our coalition exists for.

Local Impact in Houston

Houston has one of the largest veteran populations in the U.S.

The city is also experiencing affordability crises and high housing costs — meaning veterans here are at an even higher risk.

If these policies pass, Houston veterans would directly benefit from fairer lending practices, stronger financial education, and protections against homelessness.
