What do adults with low literacy say about their learning journeys?

In a new study, 94% of respondents shared that they recognize the value of education and want to improve their skills.

Adults without a high school diploma—along with younger learners and job seekers—consistently highlighted literacy as a key to unlocking better opportunities.

The Mayor’s Office for Adult Literacy (MOAL) mourns the death on March 4, 2025, of Congressman Sylvester Turner.

As Mayor of Houston, Turner was instrumental in the creation of this office which he entrusted to the Houston Public Library for oversight. Mayor Turner’s understanding of the impact of low functional literacy on the life of this city was fundamental to shape the direction of the office. Turner’s support was critical as MOAL worked with the Barbara Bush Houston Literacy Foundation, the HPL, and dozens of adult literacy providers to design the nation’s first and only strategic plan for adult literacy, the Houston Adult Literacy Blueprint, which he officially adopted in 2021.

He actively advocated for the needs of adult literacy providers in Houston and spoke eloquently about literacy with national audiences. Mayor Turner was recognized with the National Adult Education Leadership Award given by the Coalition on Adult Basic Education. MOAL expresses our sincere condolences to Congressman Sylvester Turner’s family and friends.
