The MCAO was created in 1974 by then Mayor Fred Hofheinz. It was originally referred to as the Mayor’s Citizens’ Action Office.

The Mission of the Mayor’s Citizens’ Assistance Office is to improve the quality of life for Houstonians by promoting efficient and effective city services, and encouraging community involvement and participation.
