The Harris County Office of the County Engineer (OCE), in partnership with the Harris County Sheriff's Office (HCSO), is supporting the planning and design of this $13.99 million investment to strengthen public safety infrastructure and meet the county's long-term training needs.

The Training Academy Expansion will add 15,000 square feet of training space, providing additional capacity for essential training programs, including simultaneous Basic Peace Officer Courses (BPOCs).

Safer roads, improved mobility, and stronger connections are coming to Baytown!

The Harris County Office of the County Engineer (OCE) is helping deliver the $26 million Market Street Reconstruction Project, improving approximately 2.35 miles of roadway in Precinct 2.

Through engineering expertise, project management, and coordination, OCE is helping advance infrastructure improvements that enhance safety, mobility, and accessibility for all road users.

𝗞𝗲𝘆 𝗶𝗺𝗽𝗿𝗼𝘃𝗲𝗺𝗲𝗻𝘁𝘀 𝗶𝗻𝗰𝗹𝘂𝗱𝗲:

•Four new roundabouts to improve traffic flow.
•A 12-foot shared-use path and pedestrian sidewalks.
•Upgraded drainage systems and roadway reconstruction.
•Improvements to the Goose Creek Bridge and a new traffic signal.

Looking Ahead | Peek Road Widening Project

Work is underway on the Peek Road Widening Project, from Clay Road to Grand Parkway, to improve traffic flow, enhance roadway capacity, and support the growing transportation needs of the community.

With a total project investment of $1.6 million, including design and construction, the project will improve the existing two-lane roadway as part of a planned four-lane divided roadway.

Key improvements include:
- Adding two southbound lanes.
- Incorporating a 32-foot median for future expansion.
- Utilizing the existing 100-foot right-of-way.
- Maintaining the existing storm sewer system.

The Harris County Office of the County Engineer (OCE) is providing engineering expertise, roadway design, and project oversight to support safer, more efficient travel.

What' Ahead | Gregg Street Bridge

A new connection is coming to Buffalo Bayou East.

The Gregg Street Bridge will connect the Gregg Street right-of-way to the East River Trail, expanding access to the South Bank Trail and supporting future connections along Velasco Street.

OCE is helping advance this infrastructure project through engineering expertise and project delivery, in partnership with Harris County Precincts 1 and 2, the City of Houston, and Buffalo Bayou Partnership.

The bridge is part of the Buffalo Bayou Partnership’s 10-year plan, which includes expanding Tony Marron Park from 19 to 40 acres, restoring Japhet Creek, extending bayou trails, transforming Turkey Bend, and supporting affordable housing opportunities.

With the broader plan targeted for completion in 2029, the Gregg Street Bridge will help strengthen connectivity and expand access throughout Buffalo Bayou East.

The Harris County Platting and Permitting Dashboard is now available through the OCE website, giving residents, developers, and industry partners one convenient place to view permit activity, review timelines, application volumes, and key performance metrics.

Through this dashboard, the Harris County Office of the County Engineer is using data and technology to improve access to information, increase transparency, and provide greater insight into the platting and permitting process.

The dashboard also connects users to permitting information from other participating Harris County departments, making it easier to find the information needed to plan projects and navigate the development process.

𝗢𝗖𝗘 𝗗𝗲𝗹𝗶𝘃𝗲𝗿𝗲𝗱 | 𝗣𝗿𝗲𝗰𝗶𝗻𝗰𝘁 𝟰: 𝗦𝗶𝗱𝗲𝘄𝗮𝗹𝗸𝘀 𝟰 𝗣𝗿𝗲𝗰𝗶𝗻𝗰𝘁 𝟰

Closing sidewalk gaps means safer, more accessible connections for everyday trips across Harris County.

Through the Sidewalks 4 Precinct 4 initiative, Phase 1 delivered 50 miles of new sidewalks, completing the initial $20 million investment .

OCE supported project delivery through engineering, design, data analysis, and project management expertise. A data-driven review of 406 square miles helped identify sidewalk gaps and prioritize connections that improve access to schools, parks, transit stops, healthcare providers, and other key destinations.

The result: infrastructure that strengthens mobility and helps residents connect more safely to the places they rely on every day.

At the American Society of Indian Engineers & Architects (ASIE) County Engineers Round Table, Harris County Engineer Dr. Milton Rahman joined fellow county engineers for a conversation focused on the future of public infrastructure.

The discussion covered regional growth, capital programs, mobility and drainage, infrastructure funding, project delivery, consultant selection, and opportunities for firms entering the public sector.

Dr. Rahman shared how OCE brings technical expertise, data-driven planning, engineering standards, and coordination to help deliver infrastructure that meets the needs of Harris County’s growing communities.

Engineering a more accessible, connected, and resilient waterfront park for Harris County residents.

OCE helped deliver the $5.3 million revitalization of Challenger 7 Memorial Park in Precinct 2, transforming key areas of the park to improve accessibility, recreation, and connections to the natural environment.

Through engineering expertise and project delivery, OCE supported improvements including a reconstructed 12,000-square-foot boardwalk, an inclusive 5,000-square-foot playground, new trails, educational pavilions, an accessible kayak launch, and drainage and foundation improvements designed for the waterfront environment.

From design and bidding through construction, OCE helped move the project from planning to completion, delivering infrastructure designed to serve residents of all abilities.

Transforming flood infrastructure into a community space that strengthens resilience and expands recreational opportunities for Sunnyside residents.

OCE helped deliver The Hill at Sims Park, a $30 million, 100-acre project that combines flood control infrastructure with the only major greenspace in or around Sunnyside.

Through engineering expertise, planning, design, and project delivery, OCE helped create a community asset featuring 4.5 miles of hike-and-bike trails, accessible gathering spaces, scenic overlooks, a pedestrian and bicycle bridge, a water access pier, and vibrant murals.

The project demonstrates how OCE uses engineering to deliver infrastructure that serves multiple community needs and improves quality of life.
