The city administrator, city secretary, the rest of the council and myself received an email last friday.

A demand letter from an attorney representing the mayor.

She is not happy with the post I made, in promoting the promised, honesty, integrity and transparency that details her behavior.

She is demanding a recant of my post.

I will post the pages of the demand letter for you to read. Notice that there are claims in the letter that the mayor recorded conversations between Councilman Whitfield, herself and I at city hall. The same conversation she claims to have been cornered into. Im not sure how she could have been cornered and had time to set up recordings.

Those recordings are public record. She can release those if she wants and will have to in response to an open records request. I challenge her, in her same pursuit of honesty, integrity and transparency to release the recording in its entirety.

What I have stated to you has been truth. Verifiable, witnessed truth. I openly welcome and invite an independent fact finder to examine everything. I have been willing to put my signature on sworn statements that carry criminal penalties if falsified. There are others ready and willing, that witnessed the phone conversation between her and I in my claims, that she has issue with, that are ready and willing to do the same.

At last night’s council meeting, I turned into Chief Sullivan a second report that I believe contains more potential illegal activity.

The council met in executive session on 8/18.
The city received a public information request on 8/19, for items that had only been discussed in executive session.

I then received an email from KTEN Reporter Sabine Welsh asking for an interview and in that email she states that she received a “tip” that prompted her to send that open records request.

Whomever made that tip, depending on how much information and what information was given could have potentially violated Texas Government Code 551.146 and Texas Penal Code 39.06.

I hope they did not but the possibility is there.

My complaint, as with the first one, is going to be turned over to the Attorney General. I hope that office chooses to investigate.

I openly welcome an independent fact finder to help get to the bottom of this situation.

The petition for YOU to be able to change YOUR form of local government is ready and available for YOU to sign at Don’s smokehouse when he opens at 10am.

I was asked several questions yesterday, of which, what is the problem with our current style of government and how will the new style be different.

I will use the image to depict our current style.

The new style will consist of the council members YOU elect will be building the road, the city manager will drive the new car and the mayor, YOU elect will be the one sitting on the back waving at the crowd.

There are several links I will put in the comments for more information.

The petition has been reviewed by the City’s attorney.

The petition will be available tomorrow at Don’s Smokehouse.

Please read through the information attached in the photo.

Also please look into what this will do for Howe.

It will not remove the Mayor from her position. She will remain in her current capacity until her term expires in May of 2027.

If the petition gathers enough signatures, the measure will be added to the ballot in May, along with two council seats and the mayors seat.

If the measure passes and the citizens vote in the new style of government, there will still be a mayoral position. The responsibilities will change and more of the executive function and day to day control will be placed into a council appointed City Manager position.

With the growth we are experiencing and the growth that is yet to be navigated, the day to day function and associated processes can be streamlined with one point of contact for city administration and ex*****on.

Water rates seem to a topic of discussion today so let me share the info that was received earlier in the week about that water rate increase. The 1st pic is the body of an email from Monte and the remainder is the historical rate and increase data compiled by the public works utility clerk, (good job, Mrs. Beccy)

Also, in the “agenda” section of the city website, the entire packet that is given to the council, is made public when the agenda is posted. Everything that the council is given before the meeting is made public on the website.

The ordinance that was passed concerning the water rate is #855. It is on the city website as well as the memo from the city administrator to the council.
